BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-0142 FAX: (517) 373-3938 COMMITTEE MEETING MINUTES April 20, 2023 A meeting of the Senate Committee on Labor was scheduled for Thursday, April 20, 2023, at 9:00 a.m., in the 1300 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Testimony regarding SB 244 (Sen. Bumstead). 2. Reported SB 185 (S-5) (Sen. Irwin) with recommendation. The Chair called the meeting to order at 9:01 a.m.. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Cherry, Sen.(s) Camilleri, Cavanagh and Albert, a quorum was present. The Chair invited the following individuals to present testimony regarding SB 244: Sen. Jon Bumstead – Support Dave Glotzbach, Muskegon Township Fire Department – Support Dave Hodgkins, Michigan Municipal League – Opposition The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 244: Johnny Menifee, Michigan Association of Fire Chiefs – Support Yousef Rabhi, Michigan Nurses Association – Support Judy Allen, MTA – Opposition Josh Mosher, Northern Michigan Association of Fire Chiefs – Support Stephanie Johnson, Michigan Association of Chiefs of Police – Support Mark Cleveland, Western Michigan Association of Fire Chiefs – Support Jim Williams, Michigan Fire Inspectors Society – Support Don Biger, Michigan Fire Service Instructors Association – Support Mike Burke, Michigan State Firemen's Association – Support Matt Sahr, Michigan Professional Firefighters Union – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 185: Dan Hurley, Michigan Association of State Universities – Opposition The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 169: Dave Hodgkins, Michigan Municipal League – Opposition Sen. Albert offered, and summarized, an Albert Amendment #1, to SB 185. Page 1 of 2 The Chair entertained a motion by Sen. Albert to adopt the Albert Amendment #1 to SB 185. The vote was as follows: Yeas: Sen.(s) Albert Nays: Chair Cherry, Sen.(s) Camilleri and Cavanagh The motion failed and the amendment was not adopted. The Chair entertained a motion by Sen. Cavanagh to adopt the (S-5) version of SB 185. The vote was as follows: Yeas: Chair Cherry, Sen.(s) Camilleri and Cavanagh. Nays: Sen.(s) Albert. The motion prevailed and the (S-5) was adopted. The Chair entertained a motion by Sen. Camilleri to report the (S-5) version of SB 185 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Cherry, Sen.(s) Camilleri and Cavanagh. Nays: Sen.(s) Albert. The motion prevailed and the bill was reported. There being no further business before the committee, the Chair moved to adjourn the committee.
