The Chair called the meeting to order at 12:32 p.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Chang, Sen.(s) Shink, Wojno, Irwin, Santana, Runestad and Johnson, a quorum was present. The Chair entertained a motion by Sen. Shink to adopt the meeting minutes from April 13, 2023. Without objection, the minutes were adopted. The Chair brought up SB’s 66 – 73 and SB 236. Page 1 of 5 The Chair instructed the Clerk to read the cards submitted of those individuals not wishing to present testimony regarding SB’s 66-73 and SB 236: Jess Averill, Michigan Domestic & Sexual Violence Prevention & Treatment Board – Support SB’s 66-68 and 73 Jess Averill, Michigan Domestic & Sexual Violence Prevention & Treatment Board – Neutral SB 236 Dr. Sheryl Kennedy, Michigan Department of Education – Support SB 66 The Chair entertained a motion by Sen. Shink to report SB 66 to the floor with recommendation that it pass. The Chair entertained a motion by Sen. Wojno to report SB 67 to the floor with recommendation that it pass. The Chair entertained a motion by Sen. Shink to report SB 72 to the floor with recommendation that it pass. The Chair entertained a motion by Sen. Wojno to report SB 73 to the floor with recommendation that it pass. Irwin offered amendment #1 to SB 236 and summarized the amendment. The Chair entertained a motion by Sen. Irwin to adopt amendment #1 to SB 236. The vote was as follows: Yeas: Chair Chang, Sen.(s) Shink, Wojno, Irwin, Santana, Runestad and Johnson Nays: None The motion prevailed and the amendment was adopted. Page 3 of 5 The Chair entertained a motion by Sen. Irwin to report SB 236, as amended, as a clean substitute to the floor with recommendation that it pass. The Chair brought up SB’s 119-123, and invited Sen. Irwin to summarize the bills.
