BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-5100 FAX: (517) 373-5115 COMMITTEE MEETING MINUTES April 20, 2023 A meeting of the Senate Committee on Energy and Environment was scheduled for Thursday, April 20, 2023, at 1:30 p.m., in the 403 Room of the Capitol Building. The agenda summary is as follows: 1. Reported SB 14 (Sen. McCann) with recommendation. 2. Testimony regarding SB 26 (Sen. Chang). The Chair called the meeting to order at 1:36 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair McCann, Sen.(s) McDonald Rivet, Singh, Bayer, Shink, Hertel, Camilleri, Polehanki, Lauwers, Damoose, Outman, Hauck, and Bellino, a quorum was present. The Chair entertained a motion by Sen. McDonald Rivet to adopt the meeting minutes from April 13, 2023. Without objection, the minutes were adopted. At 1:38 p.m., the Chair called for the committee to go at ease. At 1:46 p.m., the Chair called the committee back to order. The following cards were turned in of those individuals not wishing to testify before the committee regarding SB 14: Kevin Kendell, Michigan Waste and Recycling Association – Oppose Ryan Knight, Michigan Realtors – Oppose Brad Williams, Detroit Regional Chamber – Oppose Amy Trotter, Michigan United Conservation Clubs – Support Marc Smith, National Wildlife Federation Great Lakes Office – Support The Chair entertained a motion by Sen. Singh to report SB 14 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair McCann, Sen.(s) McDonald Rivet, Singh, Bayer, Shink, Hertel, Camilleri, and Polehanki Nays: Sen.(s) Lauwers, Damoose, Outman, Hauck, and Bellino Page 1 of 2 The motion prevailed and the bill was reported. At 1:48 p.m., the Chair called for the committee to go at ease. At 1:53 p.m., Sen. Chang arrived at the meeting. At 1:53 p.m., the Chair called the committee back to order. The following cards were turned in of those individuals not wishing to testify before the committee regarding SB 26: Tim Langholz, NFIB – Oppose Sean McBrearty, Clean Water Action – Support Charlotte Jameson, Michigan Environmental Council – Support Mike Spence, Southeast Michigan Council of Governments – Support Nick Occhipinti, Michigan League of Conservation Voters – Support Michael Alaimo, Michigan Chamber of Commerce – Neutral The Chair invited Sen. Chang to summarize SB 26. The Chair invited the following individuals to present testimony regarding SB 26: Andrew Bashi, Great Lakes Environmental Law Center – Support Tim Minotas and Rhonda Anderson, Sierra Club Michigan Chapter – Support Travis Boeskool, EGLE – Support There being no further business before the committee, the Chair moved to adjourn the committee.
