BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-6960 FAX: (517) 373-0897 COMMITTEE MEETING MINUTES April 20, 2023 A meeting of the Senate Committee on Appropriations was scheduled for Thursday, April 20, 2023, at 11:30 a.m., in the Harry T. Gast Appropriations Room. 1) Adopt Remaining Portion of Legislative Transfer 2023-1. The Chair called the meeting to order at 11:38 a.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Anthony, Sen.(s) McCann, McDonald Rivet, Cherry, Bayer, Santana, Shink, Irwin, Hertel, Cavanagh, Klinefelt, McMorrow, Camilleri, Bumstead, Albert, Damoose, Huizenga, Outman and Theis, a quorum was present. The Chair made a motion, supported by Sen. Cavanagh, to adopt the committee meeting minutes from the April 12, 2023 meeting. Without objection, the meeting minutes were adopted. The Chair invited Corey Savino and Michael Syracuse to summarize the remaining portion of Legislative Transfer Request 2023-1. The Chair invited the following individuals to present testimony regarding Legislative Transfer 2023-1: Jerrylynn Strong, Chair, Mecosta County Commission - Support Jim Chapman, Green Township Supervisor – Support Joseph Cella, Michigan-China Economic & Security Review Group – Oppose Russ Jennings, Jackson County – Oppose Chuck Thelen, North American Vice President of Gotion – Support Kyle Luce, Barton Township – Oppose Cheryl Videto, Self – Oppose Shirley Schaefer, Self – Oppose Page 1 of 2 Lori Skibo, Michigan Republican Party – Oppose Kristina Karamo, Self – Oppose Hannah Sauz, Big Rapids Township – Oppose Marjorie Steele, Self – Oppose Larry L. Finkbeiner, Green Township – Oppose The following individuals submitted testimony cards not wishing to present testimony regarding Legislative Transfer 2023-1: Joan Nelson, Self – no position listed Holly Spalding, Milford Township – Oppose Debbie Ross, MI 9th DC for MRGOP – Oppose John Cuore, Self – Oppose The Chair entertained a motion by Sen. McCann, supported by Sen. McDonald Rivet, adopt the remaining portion of Legislative Transfer Request 2023-#1. The vote was as follows: Yeas: Chair Anthony, Sen.(s) McCann, McDonald Rivet, Cherry, Shink, Hertel, Cavanagh, Klinefelt, McMorrow and Camilleri. Nays: Sen.(s) Bayer, Santana, Irwin, Bumstead, Albert, Damoose, Huizenga, Outman, and Theis. The motion prevailed and the remaining portion of Legislative Transfer Request 2023-#1 was adopted. There being no further business before the committee, the Chair entertained a motion by Sen. Hertel, supported by Sen.
