BILL SCHUETTE CHAIR COMMITTEE MEETING MINUTES Thursday, March 12, 2026 10:30 AM Room 428, State Capitol Building The House Committee on Rules was called to order by Chair Schuette. The Chair requested attendance to be called: Present: Reps. Schuette, Aragona, Wendzel, Martin, DeBoer, Witwer and Liberati. Absent: Reps. Posthumus and Herzberg. Excused: Reps. Posthumus and Herzberg. Representative Liberati moved to adopt the meeting minutes from February 26, 2026. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4696 before the committee: HB 4696 (Rep. Meerman) A bill to amend 2008 PA 260, entitled "Guardianship assistance act," by amending section 2 (MCL 722.872), as amended by 2023 PA 69. Representative Meerman testified in support of HB 4696. Questions and discussions followed. Bianca Miles, representing Michigan's Children and the Michigan Kinship Care Coalition, testified in support of HB 4696. The following people submitted a card in support of HB 4696, but did not wish to speak: Chardaé Burton, representing the Michigan Department of Health and Human Services. Representative Fairbairn and Shawon Cecil, representing the Michigan Realtors, testified in support of HB 5227, HB 5228 and HB 5229. Questions and discussions followed. The Chair laid HB 5234 before the committee: HB 5234 (Rep. BeGole) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending section 217c (MCL 257.217c), as amended by 2022 PA 224. Representative Martin moved to adopt substitute (H-1) to HB 5234. The motion prevailed 7-0-0: FAVORABLE ROLL CALL Yeas: Reps. Schuette, Aragona, Wendzel, Martin, DeBoer, Witwer and Liberati.
