BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7800 FAX: (517) 373-9310 COMMITTEE MEETING MINUTES April 25, 2023 A meeting of the Senate Committee on Transportation and Infrastructure was scheduled for Tuesday, April 25, 2023, at 3:30 p.m., in the 403 Room of the Capitol Building. The agenda summary is as follows: 1. Reported SB 124 (Sen. Camilleri) with recommendation. 2. Reported SB 125 (Sen. Camilleri) with recommendation. 3. Testimony regarding SB 100 (Sen. Geiss). 4. Testimony regarding SB 139 (Sen. Geiss). The Chair called the meeting to order at 3:30 p.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Geiss, Sen.(s) Klinefelt, Wojno, Hertel, Camilleri, Chang, McCann, Bellino, McBroom, Victory, and Bumstead, a quorum was present. The Chair entertained a motion by Sen. Klinefelt to adopt the meeting minutes from April 11, 2023. Without objection, the minutes were adopted. The Chair invited Ben Stupka, Supervising Planner for the Regional Transit Authority, to give a presentation regarding the Authority. The following cards were turned in of those individuals not wishing to testify before the committee regarding SB 124 and SB 125: Mac Dashney, Pupil Transportation Operation and Management Institute – Support The Chair entertained a motion by Sen. Camilleri to report the (S-1) version of SB 124 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Geiss, Sen.(s) Klinefelt, Wojno, Hertel, Camilleri, Chang, McCann, Bellino, McBroom, Victory, and Bumstead Nays: None The motion prevailed and the bill was reported. Sen. McBroom offered a McBroom amendment to the (S-1) version of SB 125. Page 1 of 2 The Chair invited Sen. McBroom to summarize the McBroom amendment to the (S-1) version of SB 125. The Chair entertained a motion by Sen. McBroom to adopt the McBroom amendment to the (S-1) version of SB 125. The vote was as follows: Yeas: Sen.(s) Bellino, McBroom, Victory, and Bumstead Nays: Chair Geiss, Sen.(s) Klinefelt, Wojno, Hertel, Camilleri, Chang, and McCann The motion failed and the amendment was not adopted. The Chair entertained a motion by Sen. Camilleri to report the (S-1) version of SB 125 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Geiss, Sen.(s) Klinefelt, Wojno, Hertel, Camilleri, Chang, McCann, Bellino, McBroom, Victory, and Bumstead Nays: None The motion prevailed and the bill was reported. The Chair invited the following individuals to present testimony regarding SB 100 and SB 139: Eric Stanger, SMART Union – Support John Rickeff and Mike Stickel, Lake State Railway – Oppose Larry Mann, Citizen – Support Steve Vagnozzi, Michigan Association of Railroad Passengers – Support Mike Hnatiuk, West Michigan Railroad Company – Oppose Jared Cassity, SMART Union – Support The Chair invited the following individuals to present testimony regarding SB 139: Angela Ayers and Paul Roosen, Ford Motor Company – Oppose Brian O'Connell, General Motors – Oppose The following cards were turned in of those individuals not wishing to testify before the committee regarding SB 139: Andrew Vermeesch, Michigan Farm Bureau – Oppose Chuck Lippstreu, Michigan Agri-Business Association – Oppose The following cards were turned in of those individuals not wishing to testify before the committee regarding SB 100: Jocelyn Hill, Conrail – Oppose The following cards were turned in of those individuals not wishing to testify before the committee regarding SB 100 and SB 139: Kyle Hnatuik, Zeeland Farm Services – Oppose There being no further business before the committee, the Chair moved to adjourn the committee.
