BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7748 FAX: (517) 373-1387 COMMITTEE MEETING MINUTES April 26, 2023 A meeting of the Senate Committee on Finance, Insurance, and Consumer Protection was scheduled for Wednesday, April 26, 2023, at 12:30 p.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 50 (S-1) (Sen. Santana) with recommendation. 2. Reported SB 127 (Sen. Singh) with recommendation. 3. Reported SB 128 (S-1) (Sen. Damoose) with recommendation. 4. Testimony regarding SB 150 (Sen. Chang). The Chair called the meeting to order at 12:33 p.m.. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Cavanagh, Sen.(s) Moss, McCann, Bayer, Irwin, Huizenga, Theis and Daley, a quorum was present. The Chair entertained a motion by Sen. Moss to adopt the meeting minutes from March 22, 2023. Without objection, the minutes were adopted. The Chair entertained a motion by Sen. Theis to adopt the (S-1) version of SB 50. The vote was as follows: Yeas: Chair Cavanagh, Sen.(s) Moss, McCann, Bayer, Irwin, Huizenga, Theis, and Daley. Nays: None The motion prevailed and the (S-1) was adopted. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 50: Haleigh Krombeen, Michigan Credit Union League – Support Alex Morris, Michigan Bankers Association – Support Gabe Basso, Blue Cross Blue Shield of Michigan – Support The Chair entertained a motion by Sen. Moss to report the (S-1) version of SB 50 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Cavanagh, Sen.(s) Moss, McCann, Bayer, Irwin, Huizenga, Theis, and Daley. Nays: None The motion prevailed and the bill was reported. Page 1 of 2 The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 127 and SB 128: Peter Morman, Department of Treasury – Neutral Jessica AcMoody, Community and Ecnomic Development Association of Michigan – Support The Chair entertained a motion by Sen. Irwin to report SB 127 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Cavanagh, Sen.(s) Moss, McCann, Bayer, Irwin, Huizenga, Theis, and Daley. Nays: None The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Bayer to adopt the Cavanagh Amendment #1 to SB 128. The vote was as follows: Yeas: Chair Cavanagh, Sen.(s) Moss, McCann, Bayer, Irwin, Huizenga, Theis, and Daley. Nays: None The motion prevailed and the amendment was adopted. The Chair entertained a motion by Sen. Moss to report SB 128, as amended, as a clean substitute, to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Cavanagh, Sen.(s) Moss, McCann, Bayer, Irwin, Huizenga, Theis, and Daley. Nays: None The motion prevailed and the bill was reported. The Chair invited the following individuals to present testimony regarding SB 150: Ellen Heinitz, The Office of Sen. Chang – Support Patti Halm and Samantha Welton, Michigan Tax Tribunal – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 150: Mack Jones, Michigan Department of Licensing and Regulatory Affairs – Support Amanda Tomich, Michigan Assessors Association – Support John LaMacchia, Michigan Municipal League – Support The Chair invited the following individuals to present testimony regarding SB 136: Peter Morman, Department of Treasury – Neutral Mike Spence, Southeast Michigan Council of Governments – Support There being no further business before the committee, the Chair moved to adjourn the committee.
