BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7888 FAX: (517) 373-2983 COMMITTEE MEETING MINUTES April 27, 2023 A meeting of the Senate Committee on Regulatory Affairs was scheduled for Thursday, April 27, 2023, at 8:30 a.m., in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 179 (Sen. Irwin) with recommendation. 2. Reported SB 180 (S-1) (Sen. Hauck) with recommendation. 3. Testimony regarding SB 262 (Sen. Irwin) The Chair called the meeting to order at 8:31 a.m.. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, Hertel, Hauck, Webber, Lauwers and Bellino, a quorum was present. The Chair entertained a motion by Sen. Bellino to adopt the meeting minutes from April 27, 2023. Without objection, the minutes were adopted. The Chair brought up Senate Bills 179 – 180. The Chair read the cards of those individuals not wishing to present testimony regarding SB 179 – 180: Aaron Porter, Grand Travers Board of Ottawa and Chippewa Indians - Support The Chair entertained a motion by Sen. Hauck to report SB 179 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, Hertel, Hauck, Webber, Lauwers, and Bellino. Nays: None The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Polehanki to report SB 180, as amended, as a clean substitute, to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, Hertel, Hauck, Webber, Lauwers, and Bellino. Nays: None Page 1 of 2 The motion prevailed and the bill was reported. The Chair brought up SB 262 and invited Sen. Irwin to summarize the bill. The Chair invited the following individuals to present testimony regarding SB 262: Neal Cohen, Outdoor Industry Association – Support Jeff Gearhard, The Ecology Center – Support Mack Jones, LARA – Support Kevin Sehlmeyer, State Fire Marshal – Support Rick Boisvert, Brighton Area Fire Authority – no position The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 262: Amy Drumm, Michigan Retailers Association – Support Charlotte Jameson, Michigan Environmental Council – Support Sean McBrearty, Clean Water Action – Support Marc Smith, National Wildlife Federation - Support There being no further business before the committee, the Chair moved to adjourn the committee.
