BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7346 FAX: (517) 373-9320 COMMITTEE MEETING MINUTES April 27, 2023 A meeting of the Senate Committee on Civil Rights, Judiciary, and Public Safety was scheduled for Thursday, April 27, 2023, at 12:00 p.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Presentation regarding Community Violence Intervention programs. 2. Testimony regarding SB 239 (Sen. Bellino). 3. Testimony regarding SB 240 (Sen. Wojno). 4. Testimony regarding SB 241 (Sen. Hertel). The Chair called the meeting to order at 12:31 p.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Chang, Sen.(s) Shink, Wojno, Irwin, Santana, Runestad and Johnson, a quorum was present. The Chair entertained a motion by Sen. Shink to adopt the meeting minutes from April 26, 2023. Without objection, the minutes were adopted. The Chair invited the following individuals to give the committee a presentation regarding Community Violence Intervention programs: Alia Harvey-Quinn, Force Detroit Marcus McAllister, Community Violence Intervention Programs National Expert Paul Elam, Michigan Public Health Institute The Chair recessed the committee from 1:01 p.m. to 1:11 p.m. The Chair brought up SB’s 239-241, and invite Sen.(s) Wojno and Hertel to summarize the bills. The Chair invited the following individuals to present testimony regarding SB’s 239-241: Paula Kiefer, The Kiefer Family – Support Page 1 of 2 Lexi Kiefer, The Kiefer Family – Support Jamie Mistry, The Kiefer Foundation – Support Janice Daniels, Self – Oppose Jody White, Self – Oppose Paul Corbett, MichAuto – Support Matt Penniman, League of Michigan Bicyclists – Support The Chair instructed the Clerk to read the cards submitted of those individuals not wishing to present testimony regarding SB’s 239-241: Brad Williams, Detroit Regional Chamber – Support Karen Johnston, Toyota – Support Mike Spence, Southeast Michigan Council of Governments – Support Craig Ryan, AAA – Support Angela Ayers, Ford – Support Bill Flory, Michigan Association for Justice – Support Brian O’Connell, General Motors – Support Merissa Kovach, ACLU of Michigan - Oppose There being no further business before the committee, the Chair moved to adjourn the committee.
