MARK TISDEL CHAIR COMMITTEE MEETING MINUTES Tuesday, March 17, 2026 10:30 AM Room 521, House Office Building The House Committee on Finance was called to order by Chair Tisdel. The Chair requested attendance to be called: Present: Reps. Tisdel, Frisbie, VanderWall, Lightner, Martin, Posthumus, Alexander, Aragona, Schuette, Hoskins, Tyrone Carter, Neeley, Breen, Young and Paiz. Absent: None. Excused: None. Representative Hoskins moved to adopt the meeting minutes from March 10, 2026. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 5544, HB 5545, HB 5546, HB 5547, HB 5548, HB 5549, HB 5550 and HB 5552 before the committee: HB 5544 (Rep. Lightner) A bill to regulate the business of money transmission; to require the licensing of persons engaged in the business of money transmission; to prescribe the powers and duties of certain state and local officers and entities; to prescribe penalties and civil sanctions; and to repeal acts and parts of acts. HB 5545 (Rep. Martin) A bill to amend 1988 PA 161, entitled "Consumer financial services act," by amending section 2 (MCL 487.2052), as amended by 2006 PA 252. HB 5546 (Rep. Brenda Carter) A bill to amend 2005 PA 244, entitled "Deferred presentment service transactions act," by amending section 2 (MCL 487.2122), as amended by 2016 PA 140. HB 5547 (Rep. Snyder) A bill to amend 1927 PA 175, entitled "The code of criminal procedure," by amending section 14p of chapter XVII (MCL 777.14p), as amended by 2008 PA 528. HB 5548 (Rep. Lightner) A bill to amend 1988 PA 161, entitled "Consumer financial services act," by amending section 5 (MCL 487.2055), as amended by 2006 PA 252. HB 5549 (Rep. Tisdel) A bill to amend 1988 PA 161, entitled "Consumer financial services act," by amending section 6 (MCL 487.2056), as amended by 2006 PA 252. HB 5550 (Rep. Schuette) A bill to amend 1988 PA 161, entitled "Consumer financial services act," by amending section 10g (MCL 487.2060g), as amended by 2006 PA 252. HB 5552 (Rep. Tisdel) A bill to amend 1966 PA 326, entitled "An act to regulate the rate of interest of money; to provide exceptions; to prescribe the rights of parties; and to repeal certain acts and parts of acts," by amending section 1c (MCL 438.31c), as amended by 1990 PA 94. A substitute (H-1) to HB 5544 was previously adopted at the March 10, 2026, meeting. The following people submitted a card in support of HB 5544, HB 5545, HB 5546, HB 5547, HB 5548, HB 5549 and HB 5550, but did not wish to speak: Amy Miller, representing Automatic Data Processing, Inc. Daniel Lewis, representing the National Payroll Reporting Consortium. Representative Lightner moved to report out HB 5544 with recommendation that the substitute (H-1) be adopted. The committee further recommended that the bill and substitute (H-1) be referred to the Committee on Rules. The motion prevailed 9-0-5: FAVORABLE ROLL CALL Yeas: Reps.
