BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-5100 FAX: (517) 373-5115 COMMITTEE MEETING MINUTES May 18, 2023 A meeting of the Senate Committee on Energy and Environment was scheduled for Thursday, May 18, 2023, at 1:30 p.m., in the 403 Room of the Capitol Building. The agenda summary is as follows: 1. Reported SB 26 (S-3) (Sen. Chang) with recommendation. 2. Testimony regarding SB 302 (Sen. Camilleri). 3. Testimony regarding SB 303 (Sen. McDonald Rivet). The Chair called the meeting to order at 1:33 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair McCann, Sen.(s) McDonald Rivet, Singh, Bayer, Shink, Hertel, Camilleri, Chang, Polehanki, Damoose, Outman, Hauck, and Bellino, a quorum was present. The Chair entertained a motion by Sen. McDonald Rivet to adopt the meeting minutes from April 20, 2023. Without objection, the minutes were adopted. The Chair made a motion to excuse absent members from the meeting. Without objection, Sen. Lauwers was excused from the meeting. Sen. Chang offered an (S-3) version of SB 26. The Chair invited Sen. Chang to summarize the (S-3) version of SB 26. The following cards were turned in of those individuals not wishing to testify before the committee regarding SB 26: Caroline Liethen, Michigan Manufacturers Association – Oppose Mike Alaimo, Michigan Chamber of Commerce – Oppose Travis Boeskool, EGLE – Support Nick Occhipinti, Michigan League of Conservation Voters – Support Horst Schmidt, Upper Peninsula Environmental Coalition – Support Page 1 of 2 The Chair entertained a motion by Sen. Chang to adopt the (S-3) version of SB 26. The vote was as follows: Yeas: Chair McCann, Sen.(s) McDonald Rivet, Singh, Bayer, Shink, Hertel, Camilleri, Chang, Polehanki, Damoose, Outman, Hauck, and Bellino Nays: None The motion prevailed and the (S-3) was adopted. The Chair entertained a motion by Sen. Chang to report the (S-3) version of SB 26 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair McCann, Sen.(s) McDonald Rivet, Singh, Bayer, Shink, Hertel, Camilleri, Chang, and Polehanki Nays: Sen.(s) Damoose, Outman, Hauck, and Bellino The motion prevailed and the bill was reported. The Chair invited Sen.(s) McDonald Rivet and Camilleri to summarize SB 302 and SB 303. The Chair invited the following individuals to present testimony regarding SB 302 and SB 303: Justin Carpenter, Michigan Energy Innovation Business Council – Support Todd Williams, Lean and Green Michigan – Support Nicholas Zuba, CPACE Alliance – Support Bali Kumar, PACE Alliance Group – Support The following cards were turned in of those individuals not wishing to testify before the committee regarding SB 302 and SB 303: Charlotte Jameson, Michigan Environmental Council – Support Horst Schmidt, Upper Peninsula Environmental Coalition – Support Ed Rivet, Michigan Conservative Energy Forum – Support Travis Boeskool, EGLE – Support Dawn Crandall, Home Builders Association of Michigan – Oppose There being no further business before the committee, the Chair moved to adjourn the committee.
