BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7346 FAX: (517) 373-9320 COMMITTEE MEETING MINUTES May 23, 2023 A meeting of the Senate Committee on Civil Rights, Judiciary, and Public Safety was scheduled for Tuesday, May 23, 2023, at 2:30 p.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 134 (Sen. Johnson) with recommendation. 2. Reported SB 135 (Sen. Hertel) with recommendation. 3. Testimony regarding SB 248 (Sen. Lauwers). The Chair called the meeting to order at 2:32 p.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Chang, Sen.(s) Shink, Wojno, Irwin, Santana, Runestad and Johnson, a quorum was present. The Chair entertained a motion by Sen. Shink to adopt the meeting minutes from May 18, 2023. Without objection, the minutes were adopted. The Chair brought up the SB’s 134 and 135. The cards were read of those individuals not wishing to present testimony regarding SB’s 134 and 135: Nathan Triplett, State Bar of Michigan - Support The Chair entertained a motion by Sen. Johnson to report SB 134 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Chang, Sen.(s) Shink, Wojno, Irwin, Santana, Runestad and Johnson Nays: None The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Wojno to report SB 135 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Chang, Sen.(s) Shink, Wojno, Irwin, Santana, Runestad and Johnson Nays: None The motion prevailed and the bill was reported. Page 1 of 2 The Chair brought up SB 248, and invited Sen. Lauwers to summarize the bill and the (S-1) version. The Chair entertained a motion by Sen. Shink to adopt the (S-1) version of SB 248. The vote was as follows: Yeas: Chair Chang, Sen.(s) Shink, Wojno, Irwin, Santana, Runestad and Johnson Nays: None The motion prevailed and the (S-1) was adopted. The Chair invited the following individuals to present testimony regarding SB 248: The Honorable Judge Feeney - Support The cards were read of those individuals not wishing to present testimony regarding SB 248: Heath Lowry, MI Coalition to End Domestic & Sexual Violence – Support Jessica Zimbelman, Criminal Defense Attorneys of Michigan - Oppose There being no further business before the committee, the Chair moved to adjourn the committee.
