BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7748 FAX: (517) 373-1387 COMMITTEE MEETING MINUTES June 7, 2023 A meeting of the Senate Committee on Finance, Insurance, and Consumer Protection was scheduled for Wednesday, June 7, 2023, at 1:00 p.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported HB 4084 (Rep. Shannon) with recommendation. 2. Testimony regarding SB 176 (Sen. Santana), SB 330 (Sen. Cavanagh) and SB 364 (Sen. Damoose). The Chair called the meeting to order at 1:00 p.m.. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Cavanagh, Sen.(s) Moss, McCann, Bayer, Irwin, Huizenga, Theis and Daley, a quorum was present. The Chair entertained a motion by Sen. Moss to adopt the meeting minutes from May 17, 2023. Without objection, the minutes were adopted. The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4084: John LaMacchia, Michigan Municipal League – Support The Chair entertained a motion by Sen. Bayer to report HB 4084 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Cavanagh, Sen.(s) Moss, McCann, Bayer, Irwin, Huizenga, Theis, and Daley. Nays: None The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Moss to adopt the (S-3) version of SB 176. The vote was as follows: Yeas: Chair Cavanagh, Sen.(s) Moss, McCann, Bayer, Irwin, Huizenga, Theis, and Daley. Nays: None The motion prevailed and the (S-3) was adopted. The Chair entertained a motion by Sen. McCann to adopt the (S-1) version of SB 330. The vote was as follows: Yeas: Chair Cavanagh, Sen.(s) Moss, McCann, Bayer, Irwin, Huizenga, Theis, and Daley. Nays: None The motion prevailed and the (S-1) was adopted. Page 1 of 2 Sen. Cavanagh offered, and summarized, a Cavanagh Amendment #1, to SB 364. The Chair entertained a motion by Sen. McCann to adopt the Cavanagh Amendment #1 to SB 364. The vote was as follows: Yeas: Chair Cavanagh, Sen.(s) Moss, McCann, Bayer, Irwin, Huizenga, Theis, and Daley. Nays: None The motion prevailed and the amendment was adopted. The Chair invited the following individuals to present testimony regarding SB 176, SB 330 and SB 364: Sens. Santana, Damoose and Cavanagh – Support Peter Morman and David Buick, Department of Treasury – Support Adam Hollier, Michigan Veterans Affairs Agency – Support Bruce Simpson, City of Detroit – Support The Chair invited the following individuals to present testimony regarding SB 176: Richard Overton, Resident – Neutral The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 176, SB 330 and SB 364: Terry Sabo, Department of Military and Veterans Affaris – Support There being no further business before the committee, the Chair moved to adjourn the committee.
