BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7346 FAX: (517) 373-9320 COMMITTEE MEETING MINUTES June 8, 2023 A meeting of the Senate Committee on Civil Rights, Judiciary, and Public Safety was scheduled for Thursday, June 8, 2023, at 12:00 p.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 248 (S-1) (Sen. Lauwers) with recommendation. 2. Testimony regarding HB 4120 (Rep. Rogers). 3. Testimony regarding HB 4121 (Rep. Breen). 4. Testimony regarding HB 4122 (Rep. Hope). 5. Testimony regarding HB 4123 (Rep. Filler). 6. Testimony regarding HB 4124 (Rep. Glanville). 7. Testimony regarding HB 4125 (Rep. Rheingans). 8. Testimony regarding SB 376 (Sen. Chang). 9. Testimony regarding SB 377 (Sen. McBroom). The Chair called the meeting to order at 12:28 p.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Chang, Sen.(s) Shink, Wojno, Irwin, Santana, Runestad and Johnson, a quorum was present. The Chair entertained a motion by Sen. Shink to adopt the meeting minutes from May 23, 2023. Without objection, the minutes were adopted. The Chair brought up the HB’s 4120 – 4125, and invited Rep.(s) Rogers, Glanville and Rheingans to summarize the bills. The Chair invite the following individuals to present testimony regarding HB’s 4120 – 4125: Stephanie Glidden, MI Coalition to End Domestic and Sexual Violence - Support The cards were read of those individuals not wishing to present testimony regarding HB’s 4120 -4125: Olivia Ponte, Michigan Department of Education – Support Matt Black, Michigan Academy of Family Physicians – Support HB 4121 and HB 4122 Jess Averill, MI Domestic & Sexual Violence Prevention & Treatment Board – Support HB 4120-4123 Tom Hickson, Michigan Catholic Conference – Support Page 1 of 3 Mary Pollock, National Organization for Women of Michigan – Support Mary Pollock, American Association of University Women of MI – Support Aaron Rusch, YWCA Kalamazoo – Support Susie Sherman Hall, Michigan State Council of Junior Leagues – Support Meghan Reynolds, Michigan Poverty Law Program – Support Chardae Burton, MI Department of Health and Human Services – Support HB 4120 The Chair brought up SB 248 (S-1). Wojno to report SB 248 (S-1) to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Chang, Sen.(s) Shink, Wojno, Irwin, Santana, Runestad and Johnson Nays: None The motion prevailed and the bill was reported. The Chair brought up SB’s 376 and 377. Chair Chang summarized SB 376, and invited Sen. McBroom to summarize SB 377.
