BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-2523 FAX: (517) 373-5669 COMMITTEE MEETING MINUTES June 8, 2023 A meeting of the Senate Committee on Economic and Community Development was scheduled for Thursday, June 8, 2023, at 12:00 noon, in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Testimony regarding HB 4375 (Rep. Grant). 2. Testimony regarding SB 293 (Sen. McDonald Rivet). The Chair called the meeting to order at 12:21 p.m.. He instructed the Clerk to call the roll. At that time, the following members were present: Chair McMorrow, Sen.(s) Cavanagh, Polehanki, Cherry, McDonald Rivet, Moss, Geiss, Victory, Lindsey and Webber, a quorum was present. The Chair entertained a motion by Sen. Victory to adopt the meeting minutes from May 4, 2023. Without objection, the minutes were adopted. The Chair invited Representative Grant to summarize HB 4375. Member questions followed. The Chair invited the following individuals to present testimony regarding HB 4375: Karyn Ferrick on Behalf of GR Mayor R. Bliss, City of Grand Rapids – Support Jeff Huntington, State Land Bank Authority – Support Jennifer Rigterink, Michigan Municipal League – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4375: Mike Spence, SEMCOG – Support Dawn Crandall, Home Builders Assoc. of Michigan – Support The Chair invited Senator McDonald-Rivet to summarize SB 239. Member questions followed. The Chair invited the following individuals to present testimony regarding SB 293: Kirsten Elliott, Community Housing Network, Inc – Support Amy Hovey, Executive Director, MSHDA – Support Brooke Oosterman, Housing Next – Support Page 1 of 2 Jen Rigterink, Michigan Municipal League – Support MI Coalition Against Homelessness – Opposed The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 293: Dawn Crandall, Home Builders Assoc. of Michigan – Support Yarrow Brown, Housing North – Support Julie Cassidy, MI League for Public Policy – Opposed Josh Lunger, Grand Rapids Chamber of Commerce – Support Ryan Knight, Michigan Realtors – Support There being no further business before the committee, the Chair moved to adjourn the committee.
