BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7346 FAX: (517) 373-9320 COMMITTEE MEETING MINUTES June 13, 2023 A meeting of the Senate Committee on Civil Rights, Judiciary, and Public Safety was scheduled for Tuesday, June 13, 2023, at 9:00 a.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported HB 4120 (Rep. Rogers) with recommendation. 2. Reported HB 4121 (Rep. Breen) with recommendation. 3. Reported HB 4122 (Rep. Hope) with recommendation. 4. Reported HB 4123 (Rep. Filler) with recommendation. 5. Reported HB 4124 (Rep. Glanville) with recommendation. 6. Reported HB 4125 (Rep. Rheingans) with recommendation. 7. Reported SB 376 (S-3) (Sen. Chang) with recommendation. 8. Reported SB 377 (S-1) (Sen. McBroom) with recommendation. The Chair called the meeting to order at 9:12 a.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Chang, Sen.(s) Shink, Wojno, Irwin, Santana, Runestad and Johnson, a quorum was present. The Chair entertained a motion by Sen. Shink to adopt the meeting minutes from June 8, 2023. Without objection, the minutes were adopted. The Chair brought up the HB’s 4120 – 4125. The cards were read of those individuals not wishing to present testimony regarding HB’s 4120 -4125: Jennifer Smith, Michigan Association of School Boards – Support HB 4120 The Chair entertained a motion by Sen. Shink to report HB 4120 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Chang, Sen.(s) Shink, Wojno, Irwin and Santana Nays: Sen.(s) Runestad and Johnson The motion prevailed and the bill was reported. Page 1 of 4 The Chair entertained a motion by Sen. Johnson to reconsider the vote on HB 4120. The vote was as follows: Yeas: Chair Chang, Sen.(s) Shink, Wojno, Irwin, Santana, Runestad and Johnson Nays: None The motion prevailed and the vote will be reconsidered. The Chair entertained a motion by Sen. Johnson to report HB 4120 to the floor with recommendation that it pass. Wojno to report HB 4121 to the floor with recommendation that it pass. The Chair brought up SB’s 376 (S-3) and SB 377 (S-1) and summarized the substitute version of each bill. The cards were read of those individuals not wishing to present testimony regarding SB’s 376-377: Nathan Triplett, State Bar of Michigan – Support Bruce Timmons, Self – Support Sam Gibson, Michigan Association of Counties – Oppose The Chair entertained a motion by Sen. Santana to adopt the (S-3) version of SB 376. The vote was as follows: Yeas: Chair Chang, Sen.(s) Shink, Wojno, Irwin, Santana, Runestad and Johnson Nays: None The motion prevailed and the (S-3) was adopted. The Chair entertained a motion by Sen. Santana to report SB 376 (S-3) to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Chang, Sen.(s) Shink, Wojno, Irwin and Santana Nays: Sen. Runestad Pass: Sen. Johnson The motion prevailed and the bill was reported. Johnson The motion prevailed and the bill was reported. There being no further business before the committee, the Chair moved to adjourn the committee.
