The agenda summary is as follows: 1. Reported SB 367 (S-1) (Sen. Moss) with recommendation. 2. Reported SB 368 (Sen. McBroom) with recommendation. 3. Reported SB 369 (S-1) (Sen. Singh) with recommendation. 4. Reported SB 370 (S-1) (Sen. Santana) with recommendation. 5. Reported SB 371 (Sen. Santana) with recommendation. 6. Reported SB 372 (S-2) (Sen. Testimony on SB 386 (Sen. Moss) 11. Testimony on SB 387 (Sen. Moss) The Chair called the meeting to order at 2:04 p.m.. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Moss, Sen.(s) Wojno, Santana, McMorrow, Chang, Camilleri, Johnson and McBroom, a quorum was present. The Chair entertained a motion by Sen. McMorrow to adopt the meeting minutes from June 7, 2023. Without objection, the minutes were adopted. The Chair recognized Sen. Johnson for a statement regarding Senate Bills 367 - 374. The Chair invited the following individuals to present testimony regarding SB 367, SB 368, SB 369, SB 370, SB 371, SB 372, SB 373 and SB 374: Erica Petersman, Promote the Vote – Support Sheri Ritchie, Pure Integrity Michigan Elections – Opposed Mary Clark, Delta Twp. Clerk – Support Page 1 of 4 The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 367, SB 368, SB 369, SB 370, SB 371, SB 372, SB 373 and SB 374: Scott Urbanowski, self – Support Eric Welsby, Detroit Disability Power – Support Madeline Fata, MI Assoc. of Counties – Support Christina Schlitt and Paula Bowman, League of Women Voters of Michigan – Support Merissa Kovach, ACLU of Michigan – Support Ricky Servantez Bicknell, Voters Not Politicians – Support The Chair entertained a motion by Sen. McMorrow to adopt the (S-1) version of SB 367. The vote was as follows: Yeas: Chair Moss, Sen.(s) Wojno, Santana, McMorrow, Chang, Camilleri, and McBroom. Nays: Sen.(s) Johnson. The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. McBroom to adopt the McBroom amendment #1b to the (S-1) version of SB 367. The vote was as follows: Yeas: Sen.(s) Johnson and McBroom. Nays: Chair Moss, Sen.(s) Wojno, Santana, McMorrow, Chang, and Camilleri. The motion failed and the amendment was not adopted. The Chair entertained a motion by Sen. McMorrow to report the (S-1) version of SB 367 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Moss, Sen.(s) Wojno, Santana, McMorrow, Chang, and Camilleri. Nays: Sen.(s) Johnson. Pass: Sen.(s) McBroom. The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. McBroom to report SB 368 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Moss, Sen.(s) Wojno, Santana, McMorrow, Chang, Camilleri, Johnson, and McBroom. Nays: None The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Wojno to adopt the (S-1) version of SB 369. The vote was as follows: Yeas: Chair Moss, Sen.(s) Wojno, Santana, McMorrow, Chang, Camilleri, and McBroom. Nays: Sen.(s) Johnson. The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Wojno to report the (S-1) version of SB 369 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Moss, Sen.(s) Wojno, Santana, McMorrow, Chang, Camilleri, and McBroom. Nays: Sen.(s) Johnson. The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Santana to adopt the (S-1) version of SB 370. The Chair entertained a motion by Sen. Camilleri to adopt the (S-2) version of SB 372. The vote was as follows: Yeas: Chair Moss, Sen.(s) Wojno, Santana, McMorrow, Chang, Camilleri, and McBroom. Nays: Sen.(s) Johnson. The motion prevailed and the (S-2) was adopted. The Chair entertained a motion by Sen. Geiss to summarize SB 385. The Chair summarized SBs 386 and 387. Member questions followed.
