BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-2426 FAX: (517) 373-2964 COMMITTEE MEETING MINUTES June 13, 2023 A meeting of the Senate Committee on Natural Resources and Agriculture was scheduled for Tuesday, June 13, 2023, at 3:00 p.m., in the 1300 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 148 ( Polehanki) with recommendation. 2. Reported SB 149 (Sen. Hertel) with recommendation. 3. Presentation by the Tribal Community Citizens on Indigenous Traditional Ecological Knowledge. The Chair called the meeting to order at 3:00 p.m.. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Shink, Sen.(s) Cherry, Singh, Polehanki, Daley, Victory and Hoitenga, a quorum was present. The Chair entertained a motion by Sen. Polehanki to adopt the meeting minutes from June 6, 2023. Without objection, the minutes were adopted. The Chair invited the following individuals to present testimony regarding SB 148 and SB 149: Dr. Stephen Rapundalo, MichBio – Opposition The Chair read the cards of those individuals not wishing to testify before the committee regarding Rob Stachlewitz, Charles River - Mattawan Biomedical Research – Opposition Matthew Bailey, National Association of Biomedical Research – Opposition The Chair entertained a motion by Sen. Polehanki to report SB 148 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Shink, Sen.(s) Cherry, Singh, and Polehanki. Nays: None Pass: Sen.(s) Daley, Victory, and Hoitenga. The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Polehanki to report SB 149 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Shink, Sen.(s) Cherry, Singh, and Polehanki. Nays: None Page 1 of 2 Pass: Sen.(s) Daley, Victory, and Hoitenga. The motion prevailed and the bill was reported. The Chair invited the following individuals to give a presentation entitled Indigenous Traditional Ecological Knowledge: Dr. Nichole Keway Biber, Little Traverese Bay Bands of Odawa Indians – No Position Dr. Martin Reinhardt, Sault Ste. Marie Tribe of Chippewa Indians – No Position Theresa Pitts, Keewenaw Bay Indian Community – No Position Doug Craven, Little Traverse Bay Bands of Odawa Indians – No Position There being no further business before the committee, the Chair moved to adjourn the committee.
