BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-2523 FAX: (517) 373-5669 COMMITTEE MEETING MINUTES June 20, 2023 A meeting of the Senate Committee on Economic and Community Development was scheduled for Tuesday, June 20, 2023, at 1:00 p.m., in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 293 (S-1) (Sen. McDonald Rivet) with recommendation. The Chair called the meeting to order at 1:01 p.m.. She instructed the Clerk to call the roll. At that time, the following members were present: Chair McMorrow, Sen.(s) Cavanagh, Polehanki, Cherry, McDonald Rivet, Moss, Geiss, Victory, Lindsey and Webber, a quorum was present. The Chair entertained a motion by Sen. Moss to adopt the meeting minutes from June 13, 2023. Without objection, the minutes were adopted. The Chair invited Sen. McDonald Rivet to summarize the S-1 version of SB 293. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 293 and (S-1): Judy Allen, MI Township Assoc. – Support Eric Welsby, Detroit Disability Power – Support Erica Farley, Rental Property Assoc. – Support Forrest Wall, Apartment Owners Assoc. of MI – Support Jessica AcMoody, Community Development Assoc. of MI – Support Brad Ward, Michigan Realtors – Support Rachel Richards, MI League for Public Policy – Support Mark Garcia, MSHDA – Support Alex Morris, MI Bankers – Support Lisa Chapman, MI Coalition Against Homelessness - Support Page 1 of 2 The Chair entertained a motion by Sen. McDonald Rivet to adopt the (S-1) version of SB 293. The vote was as follows: Yeas: Chair McMorrow, Sen.(s) Cavanagh, Polehanki, Cherry, McDonald Rivet, Moss, Geiss, Victory, and Webber. Nays: Sen.(s) Lindsey. The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Cavanagh to report the (S-1) version of SB 293 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair McMorrow, Sen.(s) Cavanagh, Polehanki, Cherry, McDonald Rivet, Moss, Geiss, Victory, and Webber. Nays: None Pass: Sen.(s) Lindsey. The motion prevailed and the bill was reported. There being no further business before the committee, the Chair moved to adjourn the committee.
