BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-5100 FAX: (517) 373-5115 COMMITTEE MEETING MINUTES June 27, 2023 A meeting of the Senate Committee on Energy and Environment was scheduled for Tuesday, June 27, 2023, at 12:00 noon, in the 403 Room of the Capitol Building. The agenda summary is as follows: 1. Reported HB 4317 (Rep. VanderWall) with recommendation. 2. Reported HB 4318 (Rep. Neeley) with recommendation. The Chair called the meeting to order at 12:15 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair McCann, Sen.(s) McDonald Rivet, Singh, Bayer, Shink, Hertel, Camilleri, Chang, Polehanki, Damoose, Outman, Hauck, and Bellino, a quorum was present. The Chair entertained a motion by Sen. McDonald Rivet to adopt the meeting minutes from June 22, 2023. Without objection, the minutes were adopted. The Chair made a motion to excuse absent members from the meeting. Without objection, Sen. Lauwers was excused from the meeting. The Chair invited Rep. VanderWall and Jordan Jorritsma, of Rep. VanderWall's office, to summarize HB 4317 and HB 4318. The Chair invited the following individuals to present testimony regarding HB 4317 and HB 4318: Brian VanBlarcum, Consumers Energy – Support Judy Allen, Michigan Townships Association – Neutral Mike Alaimo, Michigan Chamber of Commerce – Support Justin Carpenter, Michigan EIBC – Support Ed Rivet, Michigan Conservative Energy Forum – Support The following cards were turned in of those individuals not wishing to testify before the committee regarding HB 4317 and HB 4318: Nick Occhipinti, Michigan League of Conservation Voters – Support Page 1 of 2 Winston Feeheley, DTE – Support Eric Stocker, AES – Support Mike O'Brien, Indiana Michigan Power – Support Amanda Stallings, National Grid Renewables – Support Peder Mewis, Clean Grid Alliance – Support Herasanna Richards, Michigan Municipal League – Neutral Caroline Liethen, Michigan Manufacturers Association – Support Amanda West, Michigan Department of Treasury – Support Kirstie Sieloff, American Clean Power Association – Support Carlee Knott, Michigan Environmental Council – Support Tim Minotas, Sierra Club – Support The Chair entertained a motion by Sen. McDonald Rivet to report HB 4317 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair McCann, Sen.(s) McDonald Rivet, Singh, Bayer, Shink, Hertel, Camilleri, Chang, Polehanki, Damoose, Outman, Hauck, and Bellino Nays: None The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. McDonald Rivet to report HB 4318 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair McCann, Sen.(s) McDonald Rivet, Singh, Bayer, Shink, Hertel, Camilleri, Chang, Polehanki, Damoose, Outman, Hauck, and Bellino Nays: None The motion prevailed and the bill was reported. There being no further business before the committee, the Chair moved to adjourn the committee.
