BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-6960 FAX: (517) 373-0897 COMMITTEE MEETING MINUTES September 7, 2023 A meeting of the Senate Committee on Appropriations was scheduled for Thursday, September, 7, 2023, at 9:00 a.m., in the Harry T. Gast Appropriations Room of the Capitol Building. 1) Adopted Legislative Transfer Request 2023-3 2) Adopted Legislative Transfer Request 2023-4 3) Adopted Legislative Transfer Request 2023-6 The Chair called the meeting to order at 9:20 a.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Anthony, Sen.(s) McCann, McDonald Rivet, Cherry, Bayer, Santana, Shink, Irwin, Hertel, Camilleri, Klinefelt, McMorrow, Cavanagh, Bumstead, Albert, Damoose, Huizenga, Outman and Theis, a quorum was present. The Chair made a motion, supported by Sen. McCann, to adopt the meeting minutes from June 28, 2023. Without Objection, the committee meeting minutes were adopted. Next, the Chair invited Cory Savino of the Senate Fiscal Agency to summarize Legislative Transfer Request 2023-3, Legislative Transfer Request 2023-4, and Legislative Transfer Request 2023-6 for the committee. The Chair invited the following individuals to present testimony regarding Legislative Transfer Request 2023-3, Legislative Transfer Request 2023-4, and Legislative Transfer Request 2023-6: Bree Anderson, MEDC – Support Amiee Evans, MEDC– Support The Chair made a motion, supported by Sen. McDonald Rivet, to amend Legislative Transfer Request 2023-5, by removing page 15. The vote was as follows: Yeas: Chair Anthony, Sen.(s) McCann, McDonald Rivet, Cherry, Bayer, Santana, Shink, Irwin, Hertel, Camilleri, Klinefelt, McMorrow, Cavanagh, Bumstead, Albert, Damoose, Huizenga, Outman, and Theis. Nays: Sen.(s) None The motion prevailed and the Transfer Request was amended. Page 1 of 2 The Chair entertained a motion by Sen. Cavanagh, supported by Sen. Cherry, to adopt Legislative Transfer Request 2023-3, Legislative Transfer Request 2023-4, and Legislative Transfer Request 2023-6. The vote was as follows: Yeas: Chair Anthony, Sen.(s) McCann, McDonald Rivet, Cherry, Bayer, Santana, Shink, Irwin, Hertel, Camilleri, Klinefelt, McMorrow, Cavanagh, and Damoose Nays: Sen.(s) Bumstead, Albert, Huizinga, Outman, and Theis The motion prevailed and the Transfer Requests were adopted. There being no further business before the committee, the Chair entertained a motion by Sen. Hertel, supported by Sen.
