BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7800 FAX: (517) 373-9310 COMMITTEE MEETING MINUTES September 12, 2023 A meeting of the Senate Committee on Transportation and Infrastructure was scheduled for Tuesday, September 12, 2023, at 3:30 p.m., in the 403 Room of the Capitol Building. The agenda summary is as follows: 1. Testimony regarding SB 464 (Sen. McMorrow). 2. Testimony regarding HB 4352 (Rep. Shannon). 3. Testimony regarding HB 4353 (Rep. MacDonell). The Chair called the meeting to order at 3:33 p.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Geiss, Sen.(s) Klinefelt, Wojno, Hertel, Camilleri, Chang, McCann, Bellino, McBroom, and Victory, a quorum was present. The Chair entertained a motion by Sen. Klinefelt to adopt the meeting minutes from May 23, 2023. Without objection, the minutes were adopted. The Chair made a motion to excuse absent members from the meeting. Without objection, Sen. Bumstead was excused from the meeting. The Chair invited Sen. McMorrow to summarize SB 464. The Chair invited the following individuals to present testimony regarding SB 464: Mike Austin, Guidehouse Consulting – Support Erin Schor, Michigan Department of State – Neutral The Chair invited Rep. Shannon to summarize HB 4352 and HB 4353. The Chair invited the following individuals to present testimony regarding HB 4352 and HB 4353: Colin Forbes, Michigan Department of Transportation – Support Mark Dubay, Michigan Department of Transportation – Support Troy Hagon, Michigan Department of Transportation – Support Leslie Jacobson, WSP – Support Page 1 of 2 Matt Oumedian, WSP – Support The following cards were turned in of those individuals not wishing to testify before the committee regarding HB 4352 and HB 4353: Mike Spence, Southeast Michigan Council of Governments – Support Eric Morris, HNTB – Support There being no further business before the committee, the Chair moved to adjourn the committee.
