BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-5100 FAX: (517) 373-5115 COMMITTEE MEETING MINUTES September 14, 2023 A meeting of the Senate Committee on Energy and Environment was scheduled for Thursday, September 14, 2023, at 1:30 p.m., in the 403 Room of the Capitol Building. The agenda summary is as follows: 1. Reported SB 277 (Sen. McDonald Rivet) with recommendation. The Chair called the meeting to order at 1:34 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair McCann, Sen.(s) McDonald Rivet, Singh, Bayer, Shink, Hertel, Camilleri, Chang, Polehanki, Lauwers, Damoose, Outman, Hauck, and Bellino, a quorum was present. The Chair made a motion to adopt the meeting minutes from June 27, 2023. Without objection, the minutes were adopted. The Chair invited Sen. McDonald Rivet to further summarize SB 277. The Chair invited the following individuals to present testimony regarding SB 277: Ed Rivet, Michigan Conservative Energy Forum – Support The following cards were turned in of those individuals not wishing to testify before the committee regarding SB 277: Courtney Bourgoin, Evergreen Action – Support Andrew Vermeesch, Michigan Farm Bureau – Neutral Justin Carpenter, Michigan EIBC – Support Nick Occhipinti, Michigan League of Conservation Voters – Support Caroline Liethen, Michigan Manufacturers Association – Support Ashley Steffen, Michigan Department of Agriculture and Rural Development – Support Jim Murray, Summit Ridge Energy – Support Jim Murray, Lightstar Renewables – Support David Lossing, Huron River Watershed Council – Support Page 1 of 2 The Chair entertained a motion by Sen. Shink to report SB 277 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair McCann, Sen.(s) McDonald Rivet, Singh, Bayer, Shink, Hertel, Camilleri, Chang, Polehanki, and Hauck Nays: Sen.(s) Damoose, Outman, and Bellino Abstain: Sen. Lauwers The motion prevailed and the bill was reported. The Chair invited Sen.(s) Geiss and Singh to provide updates on changes to SB 271 and SB 273. There being no further business before the committee, the Chair moved to adjourn the committee.
