BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-2406 FAX: (517) 373-5679 COMMITTEE MEETING MINUTES September 19, 2023 A meeting of the Senate Committee on Housing and Human Services was scheduled for Tuesday, September 19, 2023, at 12:00 noon, in the 403 Room of the Capitol Building. The agenda summary is as follows: 1. Testimony regarding HB 4273 (Rep. O'Neal). 2. Testimony regarding SB 382 (Sen. Chang). 3. Testimony regarding SB 383 (Sen. Cavanagh). 4. Reported SB 417 (Sen. Singh) with recommendation and immediate effect. The Chair called the meeting to order at 12:17 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Irwin, Sen.(s) Cavanagh, Bayer, Shink, Chang, Cherry, Geiss, Lindsey, Hoitenga, and Damoose, a quorum was present. The Chair entertained a motion by Sen. Geiss to adopt the meeting minutes from September 12, 2023. Without objection, the minutes were adopted. The Chair made a motion to excuse absent members from the meeting. Without objection, Sen. Santana was excused from the meeting. The Chair explained that work was still being done on HB 4273. Page 1 of 2 The Chair invited the following individuals to present testimony regarding SB 382 and SB 383: Poppy Sias-Hernandez, Office of Global Michigan – Support Jayshona Hicks, Michigan Department of Labor and Economic Opportunity – Support Munni Rahman, Rising Voice – Support Anna Hill Galendez, Michigan Immigrant Rights Center – Support Jose Luis Orozco, Voces – Support Kelly Bidelman, Center for Civil Justice – Support Cindy Gamboa, Detroit Hispanic Development and MI Poder – Support The following cards were turned in of those individuals not wishing to testify before the committee regarding SB 417: Antonio Gomez, The Rent is Too Damn High – Support The Chair entertained a motion by Sen. Cavanagh to report SB 417 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Irwin, Sen.(s) Cavanagh, Bayer, Shink, Chang, Cherry, Geiss, and Damoose Nays: Sen. Lindsey Pass: Sen. Hoitenga The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 417. Without objection, immediate effect was recommended.
