BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-0142 FAX: (517) 373-3938 COMMITTEE MEETING MINUTES September 21, 2023 A meeting of the Senate Committee on Labor was scheduled for Thursday, September 21, 2023, at 8:30 a.m., in the 1300 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Testimony regarding SB 519 (Sen. Singh). 2. Reported HB 4438 (S-1) (Rep. Breen) with recommendation. 3. Reported HB 4439 (Rep. Bezotte) with recommendation. 4. Reported SB 170 (Sen. McCann) with recommendation. 5. Reported SB 171 (Sen. McCann) with recommendation. The Chair called the meeting to order at 8:30 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Cherry, Sen.(s) Camilleri, Cavanagh, and Albert, a quorum was present. The Chair entertained a motion by Sen. Cavanagh to adopt the meeting minutes from September 14, 2023. Without objection, the minutes were adopted. The Chair invited the following individuals to present testimony regarding SB 519: Sen. Sam Singh and Rep. Jasper Martus – Support Ryan Sebolt, Michigan AFL-CIO – Support Denise Caldwell, UAW – Support Anthony Davis, UAW Local 659 – Support Joseph Losier, UAW – Support Bill LaVoy, Former Representative – Support Robert Joerg, Michigan Laborers District Council – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 519: Mike Spence, Southeast Michigan Council of Governments – Support Eli Isaguarri, Michigan Regional Council of Carpenters and Millwrights – Support Stephanie Johnson, Utility Workers of America – Support Chris Marchione, IUPAT District Council 1M – Support Amanda Fisher, NFIB – Oppose Steve Delie, Mackinac Center – Oppose Page 1 of 3 The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4438, HB 4439, SB 170, SB 171 and SB 519: Annie Patnaude, AFP Michigan – Oppose The Chair entertained a motion by Sen. Camilleri to adopt the (S-1) version of HB 4438. The vote was as follows: Yeas: Chair Cherry, Sen.(s) Camilleri, Cavanagh, and Albert Nays: None The motion prevailed and the (S-1) was adopted. The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4438 and HB 4439: Bradley Richman, Capitol City Labor Program – Support The Chair entertained a motion by Sen. Camilleri to report the (S-1) version of HB 4438 to the floor with recommendation that it pass. Cavanagh to report HB 4439 to the floor with recommendation that it pass.
