BRIAN BEGOLE CHAIR COMMITTEE MEETING MINUTES Thursday, March 19, 2026 9:00 AM Room 307, House Office Building The House Committee on Government Operations was called to order by Chair BeGole. The Chair requested attendance to be called: Present: Reps. BeGole, Harris, VanderWall, Fitzgerald and McFall. Absent: None. Excused: None. Representative VanderWall moved to adopt the meeting minutes from March 05, 2026. There being no objection, the motion prevailed with unanimous consent. Representative VanderWall moved to adopt the meeting minutes from March 12, 2026. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4848 before the committee: HB 4848 (Rep. Fitzgerald) A bill to amend 1976 PA 451, entitled "The revised school code," (MCL 380.1 to 380.1852) by adding section 1509. A substitute (H-1) to HB 4848 was previously adopted at the March 12, 2026, meeting. Representative Fitzgerald moved to report out HB 4848 with recommendation, as substitute (H-1). The motion prevailed 5-0-0: FAVORABLE ROLL CALL Yeas: Reps. BeGole, Harris, VanderWall, Fitzgerald and McFall. Nays: None. Pass: None. The Chair laid HB 4471 before the committee: HB 4471 (Rep. Harris) A bill to amend 1851 PA 156, entitled "An act to define the powers and duties of the county boards of commissioners of the several counties, and to confer upon them certain local, administrative and legislative powers; and to prescribe penalties for the violation of the provisions of this act," by amending section 12a (MCL 46.12a), as amended by 2017 PA 204. Representative Harris moved to adopt substitute (H-2) to HB 4471. The motion prevailed 5-0-0: FAVORABLE ROLL CALL Yeas: Reps. BeGole, Harris, VanderWall, Fitzgerald and McFall. Nays: None. Bruck) A bill to amend 1893 PA 206, entitled "The general property tax act," by amending section 7b (MCL 211.7b), as amended by 2023 PA 150. Representative Bruck and Melissa Alex testified in support of HB 5407. Questions and discussions followed. The following people submitted a card in opposition to HB 5407, but did not wish to speak: Judy Allen, representing the Michigan Townships Association.
