BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-2426 FAX: (517) 373-2964 COMMITTEE MEETING MINUTES September 26, 2023 A meeting of the Senate Committee on Natural Resources and Agriculture was scheduled for Tuesday, September 26, 2023, at 3:00 p.m., in the 1300 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 441 (S-1) (Sen. Shink) with recommendation. 2. Presentations regarding Climate Change and Conservation from Ducks Unlimited and Trout Unlimited. 3. Presentations regarding the Changing Seasons Report from the National Wildlife Federation and the Michigan United Conservation Clubs. The Chair called the meeting to order at 3:03 p.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Shink, Sen.(s) Cherry, Singh, Polehanki, Daley, Victory, and Hoitenga, a quorum was present. The Chair entertained a motion by Sen. Cherry to adopt the meeting minutes from September 12, 2023. Without objection, the minutes were adopted. The Chair offered, and summarized, an (S-1) version of SB 441. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 441: Taylor Ridderbusch, Michigan Department of Natural Resources – Support The Chair entertained a motion by Sen. Cherry to adopt the (S-1) version of SB 441. The vote was as follows: Yeas: Chair Shink, Sen.(s) Cherry, Singh, Polehanki, Daley, Victory, and Hoitenga Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Cherry to report the (S-1) version of SB 441 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Shink, Sen.(s) Cherry, Singh, Polehanki, Daley, and Victory Nays: Sen. Hoitenga The motion prevailed and the bill was reported. Page 1 of 2 The Chair invited representatives from Kyle Rorah from Ducks Unlimited and Brian Burroughs from Trout Unlimited to give presentations regarding climate change and their conservation efforts. The Chair invited Marc Smith from the National Wildlife Federation and Amy Trotter from the Michigan United Conservation Clubs to give a presentation regarding their Changing Seasons Report. The Chair invited the following individuals to present testimony regarding SB 441: Bill Winowiecki, Michigan Charter Boat Association – Oppose There being no further business before the committee, the Chair moved to adjourn the committee.
