BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7670 FAX: (517) 373-5958 COMMITTEE MEETING MINUTES September 27, 2023 A meeting of the Senate Committee on Veterans and Emergency Services was scheduled for Wednesday, September 27, 2023, at 9:00 a.m., in the 1300 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported HB 4602 (Rep. Wilson) with recommendation. 2. Testimony regarding SB 388 (Sen. Klinefelt). 3. Testimony regarding SB 389 (Sen. Klinefelt). The Chair called the meeting to order at 9:02 a.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Klinefelt, Sen.(s) Hertel and Outman, a quorum was present. The Chair entertained a motion by Sen. Hertel to adopt the meeting minutes from September 13, 2023. Without objection, the minutes were adopted. The Chair moved to excuse absent members from the meeting. Without objection, Sen. Santana was excused from the meeting. The Chair brought up HB 4602. The Chair entertained a motion by Sen. Outman to report HB 4602 to the floor with recommendation that the bill pass. The vote was as follows: Yeas: Chair Klinefelt, Sen.(s) Hertel and Outman Nays: None The motion prevailed and the bill was reported. At 9:03 a.m., Sen. Hertel left the meeting. A quorum was no longer present. The Chair brought up SB 388 and the (S-1) version of SB 389, and summarize the bills for the committee. Page 1 of 2 The Chair invited the following individuals to present testimony regarding SB’s 388 and 389: DeaSean Ashby, Michigan Credit Union League – Support Ross Yednock, Michigan Department of Insurance and Financial Services – Support SB 388 Rob Mass, Michigan Department of Treasury - Support The cards were read of those individuals not wishing to present testimony regarding SB’s 388-389: Heather Feuerstein, Michigan Department of Military and Veterans Affairs - Support There being no further business before the committee, the Chair moved to adjourn the committee.
