BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7748 FAX: (517) 373-1387 COMMITTEE MEETING MINUTES September 27, 2023 A meeting of the Senate Committee on Finance, Insurance, and Consumer Protection was scheduled for Wednesday, September 27, 2023, at 12:30 p.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 483 (S-1) (Sen. Camilleri) with recommendation. 2. Reported SB 484 (Sen. Klinefelt) with recommendation. 3. Reported SB 485 (Sen. McDonald Rivet) with recommendation. 4. Testimony regarding HB 4376 (Rep. Carter). 5. Testimony regarding SB 175 (Sen. Santana). The Chair called the meeting to order at 12:59 p.m.. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Cavanagh, Sen.(s) Moss, McCann, Bayer, Irwin, Huizenga, Theis and Daley, a quorum was present. The Chair entertained a motion by Sen. Moss to adopt the meeting minutes from September 20, 2023. Without objection, the minutes were adopted. The Chair entertained a motion by Sen. Irwin to adopt the (S-1) version of SB 483. The vote was as follows: Yeas: Chair Cavanagh, Sen.(s) Moss, McCann, Bayer, and Irwin. Nays: Sen.(s) Huizenga, Theis, and Daley. The motion prevailed and the (S-1) was adopted. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 483: Terry Wilcox, Patients Rising Now – Opposition The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 483, SB 484 and SB 485: Brianna Romines, Epilepsy Foundation of Michigan – Opposition Wendy Block, Michigan Chamber of Commerce – Opposition Matt Black, Michigan Academy of Family Physicians – Support Dave Worthams, Michigan Manufacturers Association – Opposition Elizabeth Kutter, Michigan Health and Hospital Association – Opposition Page 1 of 2 The Chair entertained a motion by Sen. Bayer to report the (S-1) version of SB 483 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Cavanagh, Sen.(s) Moss, McCann, Bayer, and Irwin. Nays: Sen.(s) Theis and Daley. Pass: Sen.(s) Huizenga. The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Irwin to report SB 484 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Cavanagh, Sen.(s) Moss, McCann, Bayer, and Irwin. Nays: Sen.(s) Theis and Daley. Pass: Sen.(s) Huizenga. The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Moss to report SB 485 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Cavanagh, Sen.(s) Moss, McCann, Bayer, and Irwin. Nays: Sen.(s) Theis and Daley. Pass: Sen.(s) Huizenga. The motion prevailed and the bill was reported. The Chair invited the following individuals to present testimony regarding HB 4376: Jonathon Wertheimer, The office of Rep.
