BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7888 FAX: (517) 373-2983 COMMITTEE MEETING MINUTES September 27, 2023 A meeting of the Senate Committee on Elections and Ethics was scheduled for Wednesday, September 27, 2023, at 3:00 p.m., in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Testimony regarding SB 529 (Sen. Moss). 2. Testimony regarding SB 494 (Sen. Santana). The Chair called the meeting to order at 3:01 p.m.. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Moss, Sen.(s) Wojno, Santana, McMorrow, Chang, Camilleri, Johnson and McBroom, a quorum was present. The Chair entertained a motion by Sen. McMorrow to adopt September 13, 2023 committee meeting minutes. Without objection, committee minutes were adopted. The Chair testified on Senate Bill 529. Member questions followed. The Chair invited the following individuals to present testimony regarding SB 529: Lata Nott, Campaign Legal Center – Support Michael Parsons, Election Reformers Network – Support Erica Peresman, Promote The Vote – Support Erin Schor, MI Department of State – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 529: Ricky Servantez Bicknell, Voters Not Politicians – Support Sheri Ritchie, Pure Integrity Michigan Elections, Freedom Alliance – Neutral Matt Patton, Protect Democracy – Support At 3:26 p.m. Senator Camilleri left the meeting. The Chair invited Senator Santana to summarize Senate Bill 494. Member questions followed. Page 1 of 2 The Chair invited the following individuals to present testimony regarding SB 494: Kim Murphy-Kovalick, Voters Not Politicians – Support Rodney Austin, MLCV – Support Percy Glover, FAIR Voting Alliance – Support Charles Thomas, 'When You Vote I Win' – Support Walter Miller, Voting Access for All Coalition – Support Erica Peresman, Promote the Vote – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 494: Latta Nott, Campaign Legal Center – Support Merissa Kovach, ACLU of Michigan – Support Anne Kuhnen, MI League for Public Policy – Support Ricky Servantez Bicknell, Voters Not Politicians – Support Sheri Ritchie, Pure Integrity MI Elections; The Freedom Alliance – Neutral There being no further business before the committee, the Chair moved to adjourn the committee.
