BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-6960 FAX: (517) 373-0897 COMMITTEE MEETING MINUTES October 4, 2023 A meeting of the Senate Committee on Appropriations was scheduled for Wednesday, October 4, 2023, at 2:00 p.m., in the Harry T. Gast Appropriations Room of the Capitol Building. 1) Testimony only regarding SB 23 2) Adopted Legislative Transfer Request 2023-7 3) Testimony only regarding SB 350 (Sen. Bayer) and SB 555 (Sen. Anthony) The Chair called the meeting to order at 2:05 p.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Anthony, Sen.(s) McCann, McDonald Rivet, Cherry, Bayer, Santana, Shink, Irwin, Hertel, Camilleri, Klinefelt, McMorrow, Cavanagh, Bumstead, Albert, Damoose, Huizenga, Outman and Theis, a quorum was present. The Chair entertained a motion by Sen Cavanagh, supported by Sen. Klinefelt, to adopt the meeting minutes from September 7, 2023. Without Objection, the committee meeting minutes were adopted. Next, the Chair invited Sen. McBroom to summarize SB 23 for the committee. The following individuals testified regarding SB 23: Trent Bellinger, Career & Technical Education Director, Delta Schoolcraft ISD – Support Alan Tulppo, Superintendent, Gogebic-Ontonagon ISD – Support The following individuals turned in cards regarding SB 23: Ryan Hundt, Michigan Works Association – Support Sheryl Kennedy, Michigan Department of Education – Support Andy Newman, Michigan Education Association – Support Next, the Chair invited Cory Savino of the Senate Fiscal Agency to summarize Legislative Transfer Request 2023-7 for the committee. The following individuals answered questions regarding Legislative Transfer Request 2023-7: Page 1 of 2 Joe Carrasco, Senate Fiscal Agency – Support Kyle Kamanski, Michigan Department of Corrections The Chair entertained a motion by Sen. Bayer, supported by Sen. Cherry, to adopt Legislative Transfer Request 2023-7. The vote was as follows: Yeas: Chair Anthony, Sen.(s) McCann, McDonald Rivet, Cherry, Bayer, Santana, Shink, Irwin, Hertel, Camilleri, Klinefelt, McMorrow, Cavanagh, Bumstead, Albert, Damoose, Huizinga, Outman, and Theis Nays: None The motion prevailed and the Transfer Request was adopted. Next, the Chair invited Sen. Bayer to summarize SB 350 and SB 555 for the committee. The following individuals testified regarding SB 350: Jamie Jacobs, Michigan College Access Network – Support SB 350 and SB 555 Justine Sheehan, The Lansing Promise Zone – Support Kaino Phillips, The Pontiac Promise Zone – Support Chuck Willbur, Michigan Promise Zone Association – Support The following individuals turned in cards regarding SB 350: Andy Newman, Michigan Education Association – Support Daniel Hurley, Michigan Association State Universities – Support Rob Moss, Michigan Department of Treasury – Support There being no further business before the committee, the Chair entertained a motion by Sen.
