BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7888 FAX: (517) 373-2983 COMMITTEE MEETING MINUTES October 4, 2023 A meeting of the Senate Committee on Elections and Ethics was scheduled for Wednesday, October 4, 2023, at 3:00 p.m., in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 529 (S-1) (Sen. Moss) with recommendation. 2. Testimony regarding HB 4567 (Rep. Tsernoglou) and HB 4568 (Rep. Whitsett). The Chair called the meeting to order at 3:01 p.m.. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Moss, Sen.(s) Wojno, Santana, McMorrow, Chang, Camilleri, Johnson and McBroom, a quorum was present. At 3:01 p.m., the Chair recessed the committee. At 3:04 p.m., the Chair reconvened the committee. The Chair entertained a motion by Sen. McMorrow to adopt the meeting minutes from September 27, 2023. Without objection, the minutes were adopted. At 3:09 p.m., the Chair recessed the committee. At 3:09 p.m., the Chair reconvened the committee. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 529: Chris Semrinec, MI League of Conservation Voters – Support The Chair entertained a motion by Sen. Wojno to adopt the (S-1) version of SB 529. The vote was as follows: Yeas: Chair Moss, Sen.(s) Wojno, Santana, McMorrow, Chang, Camilleri, Johnson, and McBroom. Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Chang to report the (S-1) version of SB 529 to the floor with recommendation that it pass. The vote was as follows: Page 1 of 2 Yeas: Chair Moss, Sen.(s) Wojno, Santana, McMorrow, Chang, and Camilleri. Nays: None Pass: Sen.(s) Johnson and McBroom. The motion prevailed and the bill was reported. The Chair invited Alex Birkle with State Representative Tsernoglou office to summarize HB 4567 and HB 4568. Member questions followed. The Chair invited the following individuals to present testimony regarding HB 4567 and HB 4568: Jackie Beaudry, City of Ann Arbor Clerk – Support Marie Wicks, Interim East Lansing City Clerk – Support Erica Peresman, Promote the Vote – Support Ricky Bicknell, Voters Not Politicians – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4567 and HB 4568: Merissa Kovach, ACLU – Support Sherrie Ritchie, Pure Integrity Michgian Elections – Opposed to HB 4567; Neutral on HB 4568 Erin Schor, MDOS – Support Judy Karandjeff, League of Women Voters of MI – Support There being no further business before the committee, the Chair moved to adjourn the committee.
