- HOUSE OF REPRESENTATIVES COMMITTEE ON GOVERNMENT OPERATIONS REP. BRIAN BEGOLE CHAIR COMMITTEE MEETING MINUTES The House Committee on Government Operations was called to order by Chair BeGole. The Clerk read a letter dated January 30th, 2025, from House Speaker Matt Hall which appointed members of the Committee on Government Operations. The Chair requested attendance to be called: Present: Reps. BeGole, Harris, VanderWall, Fitzgerald and McFall. Absent: None. Excused: None. Chair BeGole stated that the House Committee on Government Operations will follow the Uniform Committee Rules, stated in the House Standing Rules, that were adopted on the House Floor. Chair BeGole offered the following proposed committee rule: At the discretion of the committee chair, a member of the public may address the committee regarding business before the committee. The committee may accept written testimony in lieu of oral testimony. Representative Harris moved to adopt the proposed committee rule. The motion prevailed 5-0-0: FAVORABLE ROLL CALL Yeas: Reps. BeGole, Harris, VanderWall, Fitzgerald and McFall Nays: None Pass: None Representative Harris moved to adopt at the Call of the Chair, in room 307 of the House Office Building as the normal time and location for meetings of the House Committee on Government Operations. Elinor Jordan, representing the Michigan Immigration Rights Council, testified in opposition to HR 19. HJR A (Rep. Bollin) A joint resolution proposing an amendment to the state constitution of 1963, by amending section 26 of article IV, to require approval by two-thirds of the members elected to and serving in each house of the legislature for certain bills. HR 19 (Rep. Hall) A resolution to amend the Standing Rules of the House of Representatives. Liz Balck, representing the American Civil Liberties Union, testified in opposition to HR 19. Monique Stanton, representing the Michigan League for Public Policy, testified in opposition to HR 19. Nicole Keway Biber, representing the Anishinaabek Caucus, testified in opposition to HR 19. Julie Powers, representing Immigration Law and Justice Michigan, testified in opposition to HR 19. Viviana Alamillo, representing Mi Poder, testified in opposition to HR 19. Marita Ky testified in opposition to HR 19. The following people submitted a card in opposition to HR 19, but due to the time constraints were unable to speak: Rachel Udabe. Sarah Long, representing the American Citizens Against Obvious Evil. Representative McFall offered the following amendments to HR 19: 1. Amend page 2, line 2, after “item” by adding a comma and inserting “other than obligated spending,”. 2. Amend page 2, line 9, after “item” by adding a comma and inserting “other than obligated spending,”. 3. Amend page 3, following line 27, by inserting: “(d) “Obligated spending” means constitutional or statutory revenue sharing with a municipality, constitutional support to a university, or statutorily obligated spending to a university.”. Representative McFall moved to adopt the amendments to HR 19. The motion did not prevail 2- 3-0: UNFAVORABLE ROLL CALL Yeas: Reps. Fitzgerald and McFall Nays: Reps. BeGole, Harris and VanderWall Pass: None Representative Fitzgerald offered the following amendments to HR 19: 1. Amend page 3, line 15, after “(a)” by striking out ““Legislatively” and inserting “Except as otherwise provided in this subdivision, “legislatively”. 2. Amend page 3, line 21, after “process.” by inserting “As used in subsections (2) and (3), “legislatively directed spending item” does not include any award or grant for which the intended recipient is a municipality or university with the express purpose of providing funding for critical public safety equipment related to law enforcement, fire services, emergency medical services, or other emergency services.”. Representative Fitzgerald moved to adopt the amendments to HR 19. The motion did not prevail 2-3-0: UNFAVORABLE ROLL CALL Yeas: Reps. Fitzgerald and McFall Nays: Reps. BeGole, Harris and VanderWall Pass: None Representative Fitzgerald offered the following amendments to HR 19: 1. Amend page 2, line 6, after “enforcement” by striking out “in any way” and inserting “in a manner that is unlawful under federal law”. 2. Amend page 2, line 7, after “measures” by inserting “in a manner that is unlawful under federal law”. Representative Fitzgerald moved to adopt the amendments to HR 19. The motion did not prevail 2-3-0: UNFAVORABLE ROLL CALL Yeas: Reps. Fitzgerald and McFall Nays: Reps. BeGole, Harris and VanderWall Pass: None Representative Harris moved to report out HR 19 with recommendation, as substitute (H-1). The motion prevailed 3-0-2: FAVORABLE ROLL CALL Yeas: Reps.
