BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7346 FAX: (517) 373-9320 COMMITTEE MEETING MINUTES October 12, 2023 A meeting of the Senate Committee on Civil Rights, Judiciary, and Public Safety was scheduled for Thursday, October 12, 2023, at 12:30 p.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Testimony regarding HB 4520 (S-1) (Rep. Mueller). 2. Testimony regarding HB 4521 (S-1) (Rep. Breen). 3. Testimony regarding HB 4021 (Rep. VanderWall). 4. Reported HB 4644 (Rep. Hope) with recommendation. 5. Reported HB 4645 (Rep. Haadsma) with recommendation. 6. Reported HB 4646 (Rep. Haadsma) with recommendation. 7. Reported SB 410 (Sen. Irwin) with recommendation. The Chair called the meeting to order at 12:35 p.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Chang, Sen.(s) Shink, Wojno, Irwin, Santana, Runestad and Johnson, a quorum was present. The Chair entertained a motion by Sen. Shink to adopt the meeting minutes from October 5, 2023. Without objection, the minutes were adopted. The Chair brought up the (S-1) versions of HB’s 4520 and 4521, and invited Rep.(s) Mueller and Breen to summarize the bills. The Chair entertained a motion by Sen. Shink to adopt the (S-1) version of HB 4520. The vote was as follows: Yeas: Chair Chang, Sen.(s) Shink, Wojno, Irwin, Santana, Runestad and Johnson Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Wojno to adopt the (S-1) version of HB 4521. The vote was as follows: Yeas: Chair Chang, Sen.(s) Shink, Wojno, Irwin, Santana and Johnson Nays: Sen. Runestad The motion prevailed and the (S-1) was adopted. The Chair invited the following individuals to present testimony regarding HB’s 4520 (S-1) and 4521 (S-1): Christy Snitgen, MI Collage of Emergency Physicians – Support Pamela Coffey MD, MI College of Emergency Physicians – Support The cards were read of those individuals not wishing to present testimony regarding HB’s 4520 (S-1) and 4521 (S-1): Megan Blue, Corewell Health - Support Meghann Keit-Corrion, Universal Health Services – Support Sam Champagne, Henry Ford Health – Support Sean Gehle, Trinity Health Michigan – Support Dawn Kettinger, MI Nurses Association – Support Kate Dorsey, Michigan State Medical Society – Support Adam Carlson, MI Health and Hospital Association – Support The Chair brought up HB 4021, and invited Jordan Jorritsma of Rep. VanderWalls’ office to summarize the bill. The Chair invited the following individual to present testimony regarding HB 4021: Matt Saxton, Michigan Sheriffs’ Association – Support The Chair brought up HB’s 4644 – 4646. The Chair entertained a motion by Sen. Irwin to report HB 4644 to the floor with the recommendation that it pass. The vote was as follows: Yeas: Chair Chang, Sen.(s) Shink, Wojno, Irwin, Santana, Runestad and Johnson Nays: None The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Santana to report HB 4645 to the floor with the recommendation that it pass. Irwin to report SB 410 to the floor with the recommendation that it pass. The vote was as follows: Yeas: Chair Chang, Sen.(s) Shink, Wojno, Irwin, Santana, Runestad and Johnson Nays: None The motion prevailed and the bill was reported.
