BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-2406 FAX: (517) 373-5679 COMMITTEE MEETING MINUTES October 17, 2023 A meeting of the Senate Committee on Housing and Human Services was scheduled for Tuesday, October 17, 2023, at 12:00 noon, in the 403 Room of the Capitol Building. The agenda summary is as follows: 1. Reported SB 474 (S-3) (Sen. Anthony) with recommendation. 2. Reported SB 475 (S-1) (Sen. Chang) with recommendation. 3. Reported SB 476 (S-1) (Sen. Geiss) with recommendation. 4. Reported SB 477 (S-1) (Sen. Cavanagh) with recommendation. 5. Reported SB 593 (Sen. Geiss) with recommendation. The Chair called the meeting to order at 12:07 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Irwin, Sen.(s) Santana, Cavanagh, Bayer, Shink, Chang, Cherry, Geiss, Lindsey, Hoitenga, and Damoose, a quorum was present. The Chair entertained a motion by Sen. Santana to adopt the meeting minutes from October 10, 2023. Without objection, the minutes were adopted. The Chair invited Sen. Geiss to summarize SB 593. The Chair offered, and summarized, an (S-3) version of SB 474, an (S-1) version of SB 475, an (S-1) version of SB 476, and an (S-1) version of SB 477. The following cards were turned in of those individuals not wishing to testify before the committee regarding SB 474 to SB 477: Kyle Richard, The Rent is Too Damn High – Support Sarah Hopkins, The Rent is Too Damn High – Support Eileen McNeil, Citizens for Traditional Values – Oppose Jessi Corson, Protect Life Michigan – Oppose Twyla Nemeth, Protect Life Michigan – Oppose Melinda Movius, Protect Life Michigan – Oppose Christen Polo, Protect Life Michigan – Oppose Page 1 of 3 Dr. Joann Smith, Citizen – Oppose The following cards were turned in of those individuals not wishing to testify before the committee regarding SB 474 to SB 477 and SB 593: Katherine Bussard, Citizen – Oppose Rebecca Mastee, Michigan Catholic Conference – Oppose The Chair entertained a motion by Sen. Cavanagh to adopt the (S-3) version of SB 474. The vote was as follows: Yeas: Chair Irwin, Sen.(s) Santana, Cavanagh, Bayer, Shink, Chang, Cherry, and Geiss Nays: None Pass: Sen.(s) Lindsey, Hoitenga, and Damoose The motion prevailed and the (S-3) was adopted. The Chair entertained a motion by Sen. Bayer to report the (S-3) version of SB 474 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Irwin, Sen.(s) Santana, Cavanagh, Bayer, Shink, Chang, Cherry, and Geiss Nays: Sen.(s) Lindsey, Hoitenga, and Damoose The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Shink to adopt the (S-1) version of SB 475. The Chair entertained a motion by Sen. Chang to report the (S-1) version of SB 475 to the floor with recommendation that it pass.
