BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7748 FAX: (517) 373-1387 COMMITTEE MEETING MINUTES October 18, 2023 A meeting of the Senate Committee on Finance, Insurance, and Consumer Protection was scheduled for Wednesday, October 18, 2023, at 12:30 p.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 530 (S-4) (Sen. Cavanagh) with recommendation. 2. Reported SB 531 (S-2) (Sen. Anthony) with recommendation. 3. Reported SB 575 (Sen. Moss) with recommendation. 4. Reported HB 4926 (Rep. Brenda Carter) with recommendation. The Chair called the meeting to order at 12:33 p.m.. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Cavanagh, Sen.(s) Moss, McCann, Bayer, Irwin, Huizenga, Theis and Daley, a quorum was present. The Chair entertained a motion by Sen. Irwin to adopt the meeting minutes from October 11, 2023. Without objection, the minutes were adopted. The Chair entertained a motion by Sen. Theis to adopt the Theis amendment #1 to the (S-4) version of SB 530. The vote was as follows: Yeas: Sen.(s) Huizenga, Theis, and Daley. Nays: Chair Cavanagh, Sen.(s) Moss, McCann, Bayer, and Irwin. The motion failed and the amendment was not adopted. The Chair entertained a motion by Sen. Moss to adopt the (S-4) version of SB 530. The vote was as follows: Yeas: Chair Cavanagh, Sen.(s) Moss, McCann, Bayer, Irwin, Huizenga, Theis, and Daley. Nays: None The motion prevailed and the (S-4) was adopted. Nays: Sen.(s) Huizenga, Theis, and Daley. The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Moss to adopt the (S-2) version of SB 531. The vote was as follows: Yeas: Chair Cavanagh, Sen.(s) Moss, McCann, Bayer, Irwin, Huizenga, Theis, and Daley. Nays: None The motion prevailed and the (S-2) was adopted. The Chair entertained a motion by Sen. Bayer to report the (S-2) version of SB 531 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Cavanagh, Sen.(s) Moss, McCann, Bayer, and Irwin. Nays: Sen.(s) Huizenga, Theis, and Daley. The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Moss to report SB 575 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Cavanagh, Sen.(s) Moss, McCann, Bayer, and Irwin. Nays: Sen.(s) Huizenga, Theis, and Daley. The motion prevailed and the bill was reported. The Chair invited the following individuals to present testimony regarding HB 4926: Jonathon Wertheimer, The office of Rep. Brenda Carter – Support Mike Johnston, Michigan Manufacturers Association – Support Peter Morman, Department of Treasury – Support At 12:46 p.m., the Chair recessed the committee. At 12:49 p.m., the Chair reconvened the committee. The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4926: Tim Langholz, NFIB – Support Leah Robinson, Michigan Chamber of Commerce – Support Judy Allen, Michigan Townships Association – Support The Chair entertained a motion by Sen. Theis to report HB 4926 to the floor with recommendation that it pass. The vote was as follows: Page 2 of 3 Yeas: Chair Cavanagh, Sen.(s) Moss, McCann, Bayer, Irwin, Huizenga, Theis, and Daley. Nays: None The motion prevailed and the bill was reported. There being no further business before the committee, the Chair moved to adjourn the committee.
