BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7315 FAX: (517) 373-3126 **DRAFT** COMMITTEE MEETING MINUTES October 18, 2023 A meeting of the Senate Committee on Health Policy was scheduled for Wednesday, October 18, 2023, at 12:30 p.m., in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Testimony regarding SB 482 (Sen. McDonald Rivet). 2. Testimony regarding SB 44 (S-2) (Sen. Wojno). 3. Testimony regarding SB 45 (Sen. Santana). 4. Reported SB 249 (Sen. Hertel) with recommendation. 5. Reported SB 449 (Sen. Daley) with recommendation. 6. Reported SB 450 (Sen. Irwin) with recommendation. The Chair called the meeting to order at 12:39 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Hertel, Sen.(s) Santana, Wojno, Cherry, Klinefelt, Geiss, Webber, Hauck, Huizenga, and Runestad, a quorum was present. The Chair entertained a motion by Sen. Cherry to adopt the meeting minutes from October 11, 2023. Without objection, the minutes were adopted. The Chair invited Sen. McDonald Rivet to summarize SB 482. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 482: Travis Boeskool, Michigan Department of Environment, Great Lakes, and Energy – Support Elizabeth Kutter, Michigan Health and Hospital Association – Support Andrew Daniels, Hills and Dales Healthcare – Support Monica Martinez, Michigan Society of Eye Physicians and Surgeons – Support Sen. Wojno offered an (S-2) version of SB 44. The Chair entertained a motion by Sen. Wojno to adopt the (S-2) version of SB 44. The vote was as follows: Page 1 of 2 Yeas: Chair Hertel, Sen.(s) Santana, Wojno, Cherry, Klinefelt, Geiss, Webber, Hauck, Huizenga, and Runestad Nays: None The motion prevailed and the (S-2) was adopted. The Chair invited Sen.(s) Wojno and Santana to summarize SB 44 and SB 45. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 44: Michigan Developmental Disabilities Council – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 44 and SB 45: Jess Averill, Michigan Domestic and Sexual Violence Prevention and Treatment Board – Support Paige Fults, Michigan Department of Licensing and Regulatory Affairs – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 249: Aaron Squeo, UFCW 876 – Oppose At 12:49 p.m., the Chair called for the committee to go at ease. At 12:50 p.m., the Chair reconvened the committee. The Chair entertained a motion by Sen. Klinefelt to report SB 249 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Hertel, Sen.(s) Santana, Wojno, Cherry, Klinefelt, Geiss, Webber, Hauck, Huizenga, and Runestad Nays: None The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Wojno to report SB 449 to the floor with recommendation that it pass.
