BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-6960 FAX: (517) 373-0897 COMMITTEE MEETING MINUTES October 18, 2023 A meeting of the Senate Committee on Appropriations was scheduled for Wednesday, October 18, 2023, at 2:00 p.m., in the Harry T. Gast Appropriations Room of the Capitol Building. 1) Reported SB 23 (S-1) (Sen. McBroom) with recommendation and immediate effect. 2) Reported SB 350 (S-1) (Sen. Bayer) with recommendation and immediate effect. 3) Reported SB 555 (Sen. Anthony) with recommendation and immediate effect. The Chair called the meeting to order at 2:07 p.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Anthony, Sen.(s) McCann, McDonald Rivet, Cherry, Bayer, Santana, Shink, Irwin, Hertel, Cavanagh, Klinefelt, McMorrow, Camilleri, Bumstead, Albert, Damoose, Huizenga, Outman and Theis, a quorum was present. The Chair moved, supported by Sen. Shink, to adopt the meeting minutes from October 4, 2023. Without objection, the minutes were adopted. The Chair brought up SB 23, and invited Ryan Bergan from the Senate Fiscal Agency to summarize the (S-1) version of SB 23 for the committee. The Chair invited the following individual to present testimony regarding SB 23 (S-1): Sheryl Kennedy, Michigan Department of Education - Support The Chair entertained a motion by Sen. McMorrow, supported by Sen. Cavanagh, to adopt the (S-1) version of SB 23. The vote was as follows: Yeas: Chair Anthony, Sen.(s) McCann, McDonald Rivet, Cherry, Bayer, Santana, Shink, Irwin, Hertel, Cavanagh, Klinefelt, McMorrow, Camilleri, Bumstead, Albert, Damoose, Huizinga, Outman, and Theis Nays: None The motion prevailed and the (S-1) adopted. The Chair entertained a motion by Sen. Bayer, supported by Sen. McDonald Rivet, to report SB 23 (S-1) to the floor with recommendation that is pass. The vote was as follows: Yeas: Chair Anthony, Sen.(s) McCann, McDonald Rivet, Cherry, Bayer, Santana, Shink, Irwin, Hertel, Cavanagh, Klinefelt, McMorrow, Camilleri, Bumstead, Albert, Huizinga, Outman, and Theis Nays: Sen. Damoose The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Cherry, supported by Sen. McCann, to recommend immediate effect for SB 23 (S-1). The Chair read the cards of those individuals not wishing to present testimony regarding SB 350 (S-1): Katie Witkowski, MI Community College Association – Support Rob Mass, MI Department of Treasury – Support The Chair entertained a motion by Sen. Bayer, supported by Sen. Cavanagh, to adopt the (S-1) version of SB 350. The vote was as follows: Yeas: Chair Anthony, Sen.(s) McCann, McDonald Rivet, Cherry, Bayer, Santana, Shink, Irwin, Hertel, Cavanagh, Klinefelt, McMorrow, Camilleri, Bumstead, Damoose, Huizinga and Outman Nays: Sen. Albert Pass: Sen. Theis The motion prevailed and the (S-1) adopted. The Chair entertained a motion by Sen. Irwin, supported by Sen. Hertel, to report SB 350 (S-1) to the floor with recommendation that is pass. The vote was as follows: Yeas: Chair Anthony, Sen.(s) McCann, McDonald Rivet, Cherry, Bayer, Santana, Shink, Irwin, Hertel, Cavanagh, Klinefelt, McMorrow, Camilleri, Bumstead, Damoose, Huizinga and Outman Nays: Sen(s). Albert and Theis The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. McCann, supported by Sen. Cherry, to recommend immediate effect for SB 350 (S-1). Without objection, immediate effect was recommended. The Chair brought up SB 555. The Chair read the cards of those individuals not wishing to present testimony regarding SB 555: Rob Mass, MI Department of Treasury – Support The Chair entertained a motion by Sen. Camilleri, supported by Sen. McMorrow, to report SB 555 to the floor with recommendation that is pass. The vote was as follows: Yeas: Chair Anthony, Sen.(s) McCann, McDonald Rivet, Cherry, Bayer, Santana, Shink, Irwin, Hertel, Cavanagh, Klinefelt, McMorrow, Camilleri, Bumstead, Damoose, Huizinga and Outman Nays: Sen(s). Albert and Theis The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Santana, supported by Sen. Klinefelt, to recommend immediate effect for SB 555. Without objection, immediate effect was recommended. There being no further business before the committee, the Chair entertained a motion by Sen. Albert, supported by Sen.
