BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-2523 FAX: (517) 373-5669 **DRAFT** COMMITTEE MEETING MINUTES October 19, 2023 A meeting of the Senate Committee on Economic and Community Development was scheduled for Thursday, October 19, 2023, at 12:00 noon, in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Testimony regarding SB 559 (Sen. McMorrow), SB 560 (Sen. Cavanagh), SB 561 (Sen. McMorrow), SB 562 (Sen. Cavanagh), SB 569 (Sen. Moss), SB 579 (Sen. Singh), SB 580 (Sen. Cavanagh) and SB 581 (Sen. Singh). The Chair called the meeting to order at 12:08 p.m.. He instructed the Clerk to call the roll. At that time, the following members were present: Chair McMorrow, Sen.(s) Cavanagh, Polehanki, Cherry, McDonald Rivet, Moss, Geiss, Victory, Lindsey and Webber, a quorum was present. The Chair entertained a motion by Sen. Cavanagh to adopt the meeting minutes from October 12, 2023. Without objection, the minutes were adopted. The Chair invited the following individuals to present testimony regarding SB 559, SB 560, SB 561, SB 562, SB 569, SB 579, SB 580 and SB 581: Jennifer Hayes, Invest Detroit – Support Tim Bartik, Senior Economist, Upjohn Institute – No Position Mike Johnston, MMA – Opposition Quentin Messer, MDEC – Neutral Lindsay Case Palsrok, Business Leaders for Michigan – Neutral Paul Krutko, Ann Arbor Spark – Support Bob Trezise, Economic Development Leaders of Michigan – Neutral The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 559, SB 560, SB 561, SB 562, SB 569, SB 579, SB 580 and SB 581: Amanda Fisher, NFIB – Opposition Jared Fleisher, Rocket Companies – Support Page 1 of 2 The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 559, SB 560, SB 561, SB 562, SB 569: Amy Malmer, Metropolitan Affairs Coalition – Support Judy Allen, Michigan Township Association – Support There being no further business before the committee, the Chair moved to adjourn the committee.
