BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7350 FAX: (517) 373-9228 COMMITTEE MEETING MINUTES October 24, 2023 A meeting of the Senate Committee on Education was scheduled for Tuesday, October 24, 2023, at 1:30 p.m., in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 463 (S-2) (Sen. Camilleri) with recommendation. 2. Testimony regarding HB 5021 (Rep. Koleszar). The Chair called the meeting to order at 1:31 p.m.. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Polehanki, Sen.(s) Geiss, Chang, Camilleri, McDonald Rivet, Damoose and Johnson, a quorum was present. The Chair entertained a motion by Sen. Geiss to adopt the meeting minutes from October 17, 2023. Without objection, the minutes were adopted. The Chair invited the following individuals to present testimony regarding SB 463: Sen. Darrin Camilleri – Support The Chair entertained a motion by Sen. Camilleri to adopt the (S-2) version of SB 463. The vote was as follows: Yeas: Chair Polehanki, Sen.(s) Geiss, Chang, Camilleri, McDonald Rivet, Damoose, and Johnson. Nays: None The motion prevailed and the (S-2) was adopted. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 463: Christine Suave, Michigan Immigrant Rights Center – Opposition Terri Tchorzynski, Michigan School Counselor Association – Opposition Matt Schueller, Michigan Association of Superintendents and Administrators – Opposition Mike Latvis, Wayne RESA – Support Beth DeShone, GLEP Education Fund – Opposition Sonny Koch, AFP Michigan – Opposition Jamie Richardson, Wayne County College Access Network – Support Page 1 of 2 The Chair entertained a motion by Sen. McDonald Rivet to report the (S-2) version of SB 463 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Polehanki, Sen.(s) Geiss, Chang, Camilleri, and McDonald Rivet. Nays: Sen.(s) Damoose and Johnson. The motion prevailed and the bill was reported. The Chair invited the following individuals to present testimony regarding HB 5021: Rep. Matt Koleszar – Support Anthony Estell, Office of Retirement Services – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 5021: Sonny Koch, AFP Michigan – Opposition Royce Humm, Michigan Association of Retired School Personnel – Support Matt Schueller, Michigan Association of Superintendents and Administrators – Support Jennifer Smith, Michigan Association of School Boards – Support Bob Kefgen, Michigan Association of Secondary School Principals – Support James Hohman, Mackinac Center – Opposition David Michelson, Michigan Education Association – Support Beth DeShone, GLEP Education Fund – Opposition There being no further business before the committee, the Chair moved to adjourn the committee.
