BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7888 FAX: (517) 373-2983 COMMITTEE MEETING MINUTES October 25, 2023 A meeting of the Senate Committee on Elections and Ethics was scheduled for Wednesday, October 25, 2023, at 3:00 p.m., in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 570 (Sen. McMorrow) with recommendation. 2. Reported SB 590 (S-2) (Sen. Cavanagh) with recommendation. 3. Reported SB 591 (S-2) (Sen. Cavanagh) with recommendation. 4. Reported SB 594 (Sen. Moss) with recommendation. 5. Testimony regarding SB 594 (Sen. Moss), HB 4569 (Rep. Coffia), HB 4570 (Rep. Rogers), HB 4983 (Rep. Tsernoglou), HB 4984 (Rep. Skaggs), HB 4985 (Rep. Dievendorf) and HB 4986 (Rep. Wilson). The Chair called the meeting to order at 3:03 p.m.. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Moss, Sen.(s) Wojno, Santana, McMorrow, Chang, Camilleri, Johnson and McBroom, a quorum was present. The Chair entertained a motion by Sen. Wojno to adopt the meeting minutes from October 18, 2023. Without objection, the minutes were adopted. The Chair entertained a motion by Sen. McBroom to adopt the McBroom amendment #1 to SB 570. The vote was as follows: Yeas: Sen.(s) Johnson and McBroom. Nays: Chair Moss, Sen.(s) Wojno, Santana, McMorrow, Chang, and Camilleri. The motion failed and the amendment was not adopted. The Chair entertained a motion by Sen. McMorrow to report SB 570 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Moss, Sen.(s) Wojno, Santana, McMorrow, Chang, and Camilleri. Nays: Sen.(s) Johnson. Pass: Sen.(s) McBroom. The motion prevailed and the bill was reported. The Chair invited Senator Cavanagh to explain S-2 to SB 590 and S-2 to SB 591. McMorrow to adopt the (S-2) version of SB 590. The vote was as follows: Yeas: Chair Moss, Sen.(s) Wojno, Santana, McMorrow, Chang, Camilleri, and McBroom. Nays: None Pass: Sen.(s) Johnson. The motion prevailed and the (S-2) was adopted. The Chair entertained a motion by Sen. Santana to report the (S-2) version of SB 590 to the floor with recommendation that it pass.
