BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7888 FAX: (517) 373-2983 COMMITTEE MEETING MINUTES October 26, 2023 A meeting of the Senate Committee on Regulatory Affairs was scheduled for Thursday, October 26, 2023, at 9:00 a.m., in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 393 (Sen. Bayer) with recommendation. 2. Reported SB 394 (S-2) (Sen. Bayer) with recommendation. 3. Reported HB 4717 (Rep. Kristian Grant) with recommendation. The Chair called the meeting to order at 9:02 a.m.. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, Hertel, Hauck, Webber, Lauwers and Bellino, a quorum was present. The Chair entertained a motion by Sen. Polehanki to adopt the meeting minutes from October 19, 2023. Without objection, the minutes were adopted. The Chair entertained a motion by Sen. Polehanki to adopt the (S-2) version of SB 394. The vote was as follows: Yeas: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, Hertel, Hauck, Webber, Lauwers, and Bellino. Nays: None The motion prevailed and the (S-2) was adopted. The Chair read the cards of those individuals not wishing to testify before the committee regarding SBs 393 and 394 (S-2): Emily Smith, Michigan Environmental Council – Support Paul Jordan, Self – Opposed Travis Boeskool, EGLE – Support Liz Kirkwood, FLOW – Support The Chair entertained a motion by Sen. Polehanki to report SB 393 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, and Hertel. Page 1 of 2 Nays: Sen.(s) Hauck, Webber, Lauwers, and Bellino. The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Polehanki to report the (S-2) version of SB 394 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, and Hertel. Nays: Sen.(s) Hauck, Webber, Lauwers, and Bellino. The motion prevailed and the bill was reported. The Chair invited Representative Grant to summarize HB 4717. The Chair invited the following individuals to present testimony regarding HB 4717: Brad Ward, Michigan Realtors – Support The Chair red the cards of those individuals not wishing to testify before the committee regarding HB 4717: Liz Balck, ACLU of Michigan - Support The Chair entertained a motion by Sen. Hauck to report HB 4717 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, Hertel, Hauck, Webber, Lauwers, and Bellino. Nays: None The motion prevailed and the bill was reported. There being no further business before the committee, the Chair moved to adjourn the committee.
