- HOUSE OF REPRESENTATIVES COMMITTEE ON TRANSPORTATION AND INFRASTRUCTURE REP. PAT OUTMAN CHAIR COMMITTEE MEETING MINUTES Tuesday, April 14, 2026 Noon. Room 519, House Office Building The House Committee on Transportation and Infrastructure was called to order by Chair Outman. The Chair requested attendance to be called: Present: Reps. Outman, Alexander, Carra, Bruck, Kunse, Neyer, Prestin, Bohnak, Frisbie, Wortz, Koleszar, Andrews, Grant and Miller. Absent: Reps. Herzberg, Hope and Wilson. Excused: Reps. Herzberg, Hope and Wilson. Representative Kunse moved to adopt the meeting minutes from March 10, 2026. There being no objection, the motion prevailed with unanimous consent. The Chair laid SB 274 before the committee: SB 274 (Sen. McCann) A bill to amend 2001 PA 142, entitled "Michigan memorial highway act," (MCL 250.1001 to 250.2092) by adding section 111. Senator McCann testified in support of SB 274. Questions and discussions followed. Torri Kuhse, representing herself, testified in support of SB 274. Questions and discussions followed. The following person submitted a card with a neutral position on SB 274, but did not wish to speak: Max Aulbach, representing the Michigan Department of Transportation. Representative Alexander moved to report out SB 274 with recommendation. The motion prevailed 14-0-0: FAVORABLE ROLL CALL Yeas: Reps. Outman, Alexander, Carra, Bruck, Kunse, Neyer, Prestin, Bohnak, Frisbie, Wortz, Koleszar, Andrews, Grant and Miller. Nays: None. Pass: None. The Chair laid HB 5636 before the committee: HB 5636 (Rep. Hoskins) A bill to amend 2001 PA 142, entitled "Michigan memorial highway act," (MCL 250.1001 to 250.2092) by adding section 123. Representative Hoskins testified in support of HB 5636. Tony Buffa, representing the Oakland County Sheriff's Office, testified in support of HB 5636. The following person submitted a card in support of HB 5636, but did not wish to speak: Matt Saxton, representing the Michigan Sheriffs' Association. The following person submitted a card with a neutral position on HB 5636, but did not wish to speak: Max Aulbach, representing the Michigan Department of Transportation. Representative Bruck moved to report out HB 5636 with recommendation. The motion prevailed 14-0-0: FAVORABLE ROLL CALL Yeas: Reps. Outman, Alexander, Carra, Bruck, Kunse, Neyer, Prestin, Bohnak, Frisbie, Wortz, Koleszar, Andrews, Grant and Miller. Nays: None. Pass: None. Representative Koleszar moved to excuse Representatives Herzberg, Hope and Wilson from the meeting. There being no objection the motion prevailed by unanimous consent.
