BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7670 FAX: (517) 373-5958 COMMITTEE MEETING MINUTES October 31, 2023 A meeting of the Senate Committee on Local Government was scheduled for Tuesday, October 31, 2023, at 1:00 p.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 480 (S-2) (Sen. Hertel) with recommendation. 2. Reported HB 4861 (S-1) (rep. Snyder) with recommendation. 3. Reported HB 4346 (Rep. Coleman) with recommendation. The Chair called the meeting to order at 1:03 p.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Klinefelt, Sen.(s) Wojno, Moss, Bayer, Shink, Hoitenga and Daley, a quorum was present. The Chairman entertained a motion by Sen. Wojno to adopt the meeting minutes from September 26, 2023. Without objection the minutes were adopted. The Chair brought up SB 480 (S-2). The cards were read of those individuals not wishing to present testimony regarding SB 480: Dawn Crandall, Home Builders Association of Michigan - Support Brad Ward, Michigan Realtors – Support The Chair entertained a motion by Sen. Moss to adopt the (S-2) version of SB 480. The vote was as follows: Yeas: Chair Klinefelt, Sen.(s) Wojno, Moss, Bayer, Hoitenga and Daley Nays: None Pass: Sen. Shink The motion prevailed and the (S-2) was adopted. The Chair entertained a motion by Sen. Bayer to report SB 480 (S-2) to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Klinefelt, Sen.(s) Wojno, Moss, Bayer, Hoitenga and Daley Nays: Sen. Shink The motion prevailed and the bill was reported. At 1:08 p.m., Sen. Moss left the meeting and did not return. The Chair brought up HB 4861 (S-1), and invited Jason Colella, of Rep. Snyder’s office to summarize the bill. The Chair invited the following individual to present testimony regarding HB 4861: Mark Eisenbarth, Muskegon County Administrator – Support The cards were read of those individuals not wishing to present testimony regarding HB 4861: Neil DeSouza, Michigan Department of Technology, Management, and Budget - Neutral The Chair entertained a motion by Sen. Wojno to adopt the (S-1) version of HB 4861. The vote was as follows: Yeas: Chair Klinefelt, Sen.(s) Wojno, Bayer, Shink, Hoitenga and Daley Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Bayer to report HB 4861 (S-1) to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Klinefelt, Sen.(s) Wojno, Bayer, Shink, Hoitenga and Daley Nays: None The motion prevailed and the bill was reported. The Chair brought up HB 4346. The Chair invited the following individual to present testimony regarding HB 4346: Don Taylor, Retired Detroit Police & Fire Association – Support The cards were read of those individuals not wishing to present testimony regarding HB 4346: Katie Abraham, MI Municipal Electric Assoc. / Mi Public Power Agency – Support Brad Biladeau, Municipal Employees Retirement System of MI – Support The Chair entertained a motion by Sen. Wojno to report HB 4346 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Klinefelt, Sen.(s) Wojno, Bayer, Shink, Hoitenga and Daley Nays: None The motion prevailed and the bill was reported.
