BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7748 FAX: (517) 373-1387 COMMITTEE MEETING MINUTES November 1, 2023 A meeting of the Senate Committee on Finance, Insurance, and Consumer Protection was scheduled for Wednesday, November 1, 2023, at 12:30 p.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Testimony regarding SB 415 and SB 416 (Sen. Klinefelt). 2. Testimony regarding HB 4197 (Rep. Witwer). 3. Testimony regarding SB 282 (Sen. Santana). The Chair called the meeting to order at 12:35 p.m.. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Cavanagh, Sen.(s) Moss, McCann, Bayer, Irwin, Huizenga, Theis and Daley, a quorum was present. The Chair entertained a motion by Sen. Moss to adopt the meeting minutes from October 18, 2023. Without objection, the minutes were adopted. The Chair invited the following individuals to present testimony regarding SB 415 and SB 416: Sen. Veronica Klinefelt – Support Rob Mass, Michigan Department of Treasury – Support Scott Graham, Michigan Brewers Guild – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 415 and SB 416: James Hohman, Mackinac Center – Opposition The Chair invited the following individuals to present testimony regarding HB 4197: Joci McMichael, The office of Rep. Witwer – Support Mark Staat and Scott Embree, National Association of Insurance and Financial Advisors Michigan – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4197: Mack Jones, Michigan Department of Licensing and Regulatory Affairs – Support Page 1 of 2 The Chair invited the following individuals to present testimony regarding SB 282: Sen. Sylvia Santana – Support Joseph Sullivan, Michigan Department of Insurance and Financial Services – Support Dani Hourani, Resident – Support There being no further business before the committee, the Chair moved to adjourn the committee.
