BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7346 FAX: (517) 373-9320 COMMITTEE MEETING MINUTES November 2, 2023 A meeting of the Senate Committee on Civil Rights, Judiciary, and Public Safety was scheduled for Thursday, November 2, 2023, at 9:00 a.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported HB 4320 (Rep. MacDonell) with recommendation. 2. Reported HB 4387 (Rep. MacDonell) with recommendation. 3. Testimony regarding SB 600 (S-1) (Sen. Santana). 4. Testimony regarding SB 601 (S-1) (Sen. Santana). 5. Testimony regarding SB 515 (Sen. Bayer). 6. Testimony regarding SB 516 (Sen. Shink). 7. Testimony regarding SB 517 (Sen. Chang). The Chair called the meeting to order at 9:12 a.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Chang, Sen.(s) Shink, Wojno, Irwin, Santana, Runestad and Johnson, a quorum was present. The Chair entertained a motion by Sen. Shink to adopt the meeting minutes from the October 31, 2023. Without objection, the minutes were adopted. The Chair brought up HB 4320 and HB 4387. The Chair entertained a motion by Sen. Wojno to report HB 4320 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Chang, Sen.(s) Shink, Wojno, Irwin, Santana, Runestad and Johnson Nays: None The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Irwin to report HB 4387 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Chang, Sen.(s) Shink, Wojno, Irwin, Santana, Runestad and Johnson Nays: None The motion prevailed and the bill was reported. The Chair brought up SB 600 (S-1) and SB 601 (S-1) and invited Sen. Santana to summarize the bill. The Chair invited the following individuals to present testimony regarding SB’s 600-601: JeDonna Dinges, Ethnic Intimidation Law Amendment Work Group - Support The Chair entertained a motion by Sen. Shink to adopt the (S-1) version of SB 600. The vote was as follows: Yeas: Chair Chang, Sen.(s) Shink, Wojno, Irwin, Santana, Runestad and Johnson Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Shink to adopt the (S-1) version of SB 601. The vote was as follows: Yeas: Chair Chang, Sen.(s) Shink, Wojno, Irwin, Santana, Runestad and Johnson Nays: None The motion prevailed and the (S-1) was adopted. The Chair brought up SB’s 515-517, and invited Sen. Bayer to summarize the bills. The Chair invited the following individuals to present testimony regarding SB’s 515-517: Detective Martin, Auburn Hills Police Department - Support The cards were read of those individuals not wishing to present testimony regarding SB’s 515-517: Heath Lowry, MI Coalition to End Domestic and Sexual Violence – Support SB 515-516 Gabrielle Dresner, ACLU Michigan – Oppose SB 515-516 Trooper Kristina Droste, Michigan State Police – Support Brandon Lanyon, Prosecuting Attorneys Association of Michigan – Support SB 515-516 The Chairman recessed the committee at 9:50 a.m. There being no further business before the committee, the Chair moved to adjourn the committee.
