BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7670 FAX: (517) 373-5958 COMMITTEE MEETING MINUTES November 7, 2023 A meeting of the Senate Committee on Local Government was scheduled for Tuesday, November 7, 2023, at 1:30 p.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported HB 5048 (Rep. Fitzgerald) with recommendation. The Chair called the meeting to order at 1:33 p.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Klinefelt, Sen.(s) Wojno, Moss, Bayer, Shink, Hoitenga and Daley, a quorum was present. The Chairman entertained a motion by Sen. Wojno to adopt the meeting minutes from October 31, 2023. Without objection the minutes were adopted. The Chair brought up HB 5048 and invited Rep. Fitzgerald to summarize the bill. The Chair invited the following individual to present testimony regarding HB 5048: Jon O’Connor, City of Grand Rapids – Support Al Vanderberg, Kent County Administrator – Support Josh Lunger, Grand Rapids Chamber – Support Rick Winn, Kent County Convention / Area Authority – Support The cards were read of those individuals not wishing to present testimony regarding HB 5048: John McNamara, Michigan Restaurant and Lodging Association - Support Matt Sowash, MI Association of Convention and Visitor Bureaus – Support John LaMacchia, Michigan Municipal League – Support Bill Zaagman, GCSI, Muskegon County – Support Rusty Merchant, Grand Action – Support Jared Fleisher, Rocket Companies – Support Judy Allen, Michigan Townships Association – Neutral Tim Langholz, National Federation of Independent Business – Oppose Rob Mass, Michigan Department of Treasury - Neutral The Chair entertained a motion by Sen. Moss to report HB 5048 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Klinefelt, Sen.(s) Wojno, Moss, Bayer, Shink and Daley Nays: Sen. Hoitenga The motion prevailed and the bill was reported. There being no further business before the committee, the Chair moved to adjourn the committee.
