The agenda summary is as follows: 1. Testimony regarding SB 365 (Sen. Hertel). 2. Reported HB 4885 (S-1) (Rep. McKinney) with recommendation. 3. Reported HB 4923 (Rep. Aragona) with recommendation. 4. Reported HB 4167 (S-1) (Rep. Morgan) with recommendation. The Chair called the meeting to order at 8:43 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Hertel, Sen.(s) Santana, Wojno, Cherry, Klinefelt, Geiss, Webber, Hauck, Huizenga, and Runestad, a quorum was present. The Chair entertained a motion by Sen. Santana to adopt the meeting minutes from November 2, 2023. Without objection, the minutes were adopted. The Chair summarized SB 365. The Chair invited the following individuals to present testimony regarding SB 365: Erik Castaneda, 1800 Contacts – Support Dr. Kelly Kruk, Citizen – Support Dr. Jennifer Schad and Dr. Erica Johnson Carder, Michigan Optometric Association – Oppose Monica Martinez, Michigan Society of Eye Physicians and Surgeons – Neutral The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 365: Aaron Porter, Eye Care Partners – Oppose The Chair invited Rep.(s) McKinney and Aragona to summarize HB 4885 and HB 4923. The Chair invited the following individuals to present testimony regarding HB 4885 and HB 4923: Rich Farran, The Healthcare Association of Michigan – Support Page 1 of 3 Michelle Berryman, Medilodge – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4885 (S- 1): Mack Jones, Michigan Department of Licensing and Regulatory Affairs – No Position The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4885 and HB 4923: Dawn Kettinger, Michigan Nurses Association – Oppose Elizabeth Kelly Byrd, SEIU Michigan – Support Tony Des Chenes, Leading Age of Michigan – Support The Chair offered, and summarized, an (S-1) version of HB 4885. The Chair entertained a motion by Sen. Geiss to adopt the (S-1) version of HB 4885. The vote was as follows: Yeas: Chair Hertel, Sen.(s) Santana, Wojno, Cherry, Klinefelt, Geiss, Webber, Hauck, Huizenga, and Runestad Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Cherry to report the (S-1) version of HB 4885 to the floor with recommendation that it pass. The Chair offered, and summarized, an (S-1) version of HB 4167. The Chair entertained a motion by Sen. Santana to adopt the (S-1) version of HB 4167. The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4167: Elizabeth Kutter, Michigan Health and Hospital Association – Support Laura Bonnell, The Bonnell Foundation – Support Colleen Kelly Ford – Support Stephen Rapundalo, MichBio – Support The Chair entertained a motion by Sen. Cherry to report the (S-1) version of HB 4167 to the floor with recommendation that it pass. Runestad The motion prevailed and the bill was reported. The Chair announced that SB 633 through SB 638 were being removed from the meeting's agenda. There being no further business before the committee, the Chair moved to adjourn the committee.
