BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7748 FAX: (517) 373-1387 COMMITTEE MEETING MINUTES November 8, 2023 A meeting of the Senate Committee on Finance, Insurance, and Consumer Protection was scheduled for Wednesday, November 8, 2023, at 9:45 a.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 415 (Sen. Klinefelt) with recommendation. 2. Reported SB 416 (Sen. Klinefelt) with recommendation. 3. Reported HB 4197 (Rep. Witwer) with recommendation. 4. Reported SB 282 (S-1) (Sen. Santana) with recommendation. The Chair called the meeting to order at 9:49 a.m.. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Cavanagh, Sen.(s) Moss, McCann, Bayer, Irwin, Huizenga, Theis and Daley, a quorum was present. The Chair entertained a motion by Sen. Moss to adopt the meeting minutes from November 1, 2023. Without objection, the minutes were adopted. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 415: James Hohman, Mackinac Center – Opposition The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 415 and SB 416: Rob Mass, Michigan Department of Treasury – Support The Chair entertained a motion by Sen. Bayer to report SB 415 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Cavanagh, Sen.(s) Moss, McCann, Bayer, Irwin, Huizenga, Theis, and Daley. Nays: None The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Moss to report SB 416 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Cavanagh, Sen.(s) Moss, McCann, Bayer, Irwin, Huizenga, Theis, and Daley. Page 1 of 2 Nays: None The motion prevailed and the bill was reported. Sen. Theis offered, and summarized, a Theis Amendment #1, to SB 282. The Chair entertained a motion by Sen. Theis to adopt the Theis Amendment #1 to SB 282. The vote was as follows: Yeas: Chair Cavanagh, Sen.(s) Moss, McCann, Bayer, Irwin, Huizenga, Theis, and Daley. Nays: None The motion prevailed and the amendment was adopted. The Chair entertained a motion by Sen. Theis to report SB 282 as amended, as a clean substitute, to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Cavanagh, Sen.(s) Moss, McCann, Bayer, Irwin, Huizenga, Theis, and Daley. Nays: None The motion prevailed and the bill was reported. The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4197: Alex Morris, Michigan Bankers – Support Melissa Seifert, AARP – Support The Chair entertained a motion by Sen. McCann to report HB 4197 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Cavanagh, Sen.(s) Moss, McCann, Bayer, Irwin, Huizenga, Theis, and Daley. Nays: None The motion prevailed and the bill was reported. There being no further business before the committee, the Chair moved to adjourn the committee.
