BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7888 FAX: (517) 373-2983 COMMITTEE MEETING MINUTES November 8, 2023 A meeting of the Senate Committee on Elections and Ethics was scheduled for Wednesday, November 8, 2023, at 1:00 p.m., in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported HB 5141 (S-1) (Rep. Penelope Tsernoglou) with recommendation. 2. Reported HB 5143 (S-1) (Rep. Matt Bierlein) with recommendation. 3. Reported HB 5144 (Rep. Penelope Tsernoglou) with recommendation. 4. Reported HB 5145 (Rep. Noah Arbit) with recommendation. 5. Reported HB 4129 (Rep. Kara Hope) with recommendation. 6. Reported HB 4695 (S-2) (Rep. Penelope Tsernoglou) with recommendation. The Chair called the meeting to order at 2:23 p.m. The Chair instructed the Clerk to call the roll. At that time, the following members were present: Chair Moss, Sen.(s) Wojno, Santana, McMorrow, Chang, Camilleri, Johnson and McBroom, a quorum was present. The Chair entertained a motion by Sen. Wojno to adopt the meeting minutes from November 1, 2023. Without objection, the minutes were adopted. The Chair invited Representative Tsernoglou to explain HBs 5141, 5143, 5144, and 5145. Member questions followed. The Chair invited the following individuals to present testimony regarding HB 5141, HB 5143, HB 5144 and HB 5145: Rob Weissman, Public Citizen – Support Ricky Bicknell, Voters Not Politicians – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 5141: Melanie Macey, Promote the Vote – Neutral Page 1 of 3 The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 5141, HB 5143, HB 5144 and HB 5145: Erin Schor, MDOS – Support Sheri Ritchie, Pure Integrity Michigan Elections – Opposition The Chair entertained a motion by Sen. Wojno to adopt the (S-1) version of HB 5141. The vote was as follows: Yeas: Chair Moss, Sen.(s) Wojno, Santana, McMorrow, Chang, Camilleri, and McBroom. Nays: Sen.(s) Johnson. The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Wojno to report the (S-1) version of HB 5141 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Moss, Sen.(s) Wojno, Santana, Chang, and Camilleri. Nays: Sen.(s) Johnson. Pass: Sen.(s) McMorrow and McBroom. The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Santana to adopt the (S-1) version of HB 5143. The vote was as follows: Yeas: Chair Moss, Sen.(s) Wojno, Santana, McMorrow, Chang, Camilleri, and McBroom. Nays: Sen.(s) Johnson. The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Nays: Sen.(s) Johnson. Pass: Sen.(s) McBroom. The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Nays: Sen.(s) Johnson and McBroom. The motion prevailed and the bill was reported. Nays: None The motion prevailed and the (S-2) was adopted. The Chair entertained a motion by Sen. Chang to report the (S-2) version of HB 4695 to the floor with recommendation that it pass.
